Head Start Reauthorization

• House passed the Bill
• Senate has not passed the Bill
• Reauthorization legislation is currently on hold.
  No activity is taking place.
• Best guess is that the reauthorization will not
  be completed this year.
• Bill expires and new Congress starts over
• Effort is still being made to make Head Start a
  School Readiness program

Enrollment

• Expect full enrollment from first day
• MSHS has exception to this rule
• If program under enrolled two years in a row with
  no good explanation, Bureau will reduce
  children and funding to level generated
• If you dont generate enrollment, then send the
  money back

Enrollment (continued)

• Migrant grantees will have to sweat blood to
  change migrant slots to seasonal slots
• 1 budget reduction will not be accepted as a
  reason to reduce of children served

Community Assessment

• Community Assessment will have to be more exact
  and eliminate data unrelated to where and why
  children are served
• MSHS has a CA booklet and we will follow the
  process outlined
• SCOE will be doing inservice for delegates on CA.
  AED Specialist will be asked to assist

PIR

• Data is being used more now than in years past
• Will have to explain and resolve any issue
  reported that doesnt square at least with
  averages
• Use comment section to explain any deviation,
  especially where form doesnt work for MSHS

Early Alert System

• ACYF Commissioner is contacting Program
  Specialists directly and asking many questions
  about program data
• PIR
• Community Assessment
• Training Plan
• Refunding Application

• ACYF is trying to anticipate where problems may
  occur and then trying to avoid them
• Grantees must report data to Policy Council and
  Governing Board

Monitoring

• Changes to monitoring as a result of GAO report
• GAO report critical of ACYF management of Head
  Start

• Changes that will occur in PRISM process
• No federal team leader from the same region being
  reviewed
• No exit interview
• No written comments except as related to
  non-compliance
• 30 day maximum notice to grantees prior to review
• Process is strictly meant to identify weaknesses
• Review Team is only here to gather information
  compliance decisions will be made at ACYF

T/TA Plans

• Taking on much more importance
• Being reviewed by ACYF Commissioner
• Must be tied to PIR, Self Assessment and Federal
  assessments if training issue involved
• Must involve local T/TA Specialist in development
  of the plan

• Ensure that teachers meet Head Start requirements
