- To find out the reasons of congestion in HK
- Provide some solutions to Government
- - launch congestion charging
- - use the revenue to construct more railway
- - and other ways to reduce situation

- Government must create a world class transport
system that enhances business efficiency - supports greater economic prosperity and improves
the quality of life for every resident and
visitor to Hong Kong.
4- During the peak hour (every working day 8am
8pm), the main transport network of North Island
and Kowloon are congested. - Gloucester Rd /
- Connaught Rd
- Canal Rd Flyover
- Island Eastern Corridor
- Princess Margaret Rd /
- Waterloo Rd
- Gascoigne Rd
5- This is because
- Too many vehicles using corridor to/from CBD or
using the Cross Harbour Tunnel - Another Tunnels cant full use their capacity
- No any strong policies encourage people using
public transport - People are likely to drive their private cars for
work - Too many taxi waiting in CBD
- e.g. Times Square / Landmark

- Follow the experience in London,
- In 2004, no. of private car reduction of per 40
from 190,000 to 120,000 - Reliability of bus services in central London
continues to improve - The scheme provisionally generated net revenues
of over 90 million (HK1.1 billion) in 2004/5 - Average excess delays decrease from 2.4 to 1.6
mins before/after charging
15In the medium to long-term, the net revenues from
CC could help to bring forward
- funding of expanded new railway lines and its
capacity with new services across Urban - improve the performance of road system, or
subsidy the infra-structure of the road and
(Central Wan Chai Bypass) - redesign urban bus network
- build more car-park for park and ride project

- improving journey time reliability for commuter
- no. of cars on roads will reduce
