3YAP APRON REHABILITATION
- Project started on 18 February 2008
- Contract Cost is 10,298,000.00
- Expected to be completed by 20-Aug-09
- Contractor is GPPC, Inc. with CM Leo A. Daly
4YAP ARFF
- Contract with Penta-Ocean Const. approved
amounting to 5,909,000.00 - Contract and Bonds will be submitted to FAA
shortly for concurrence and issuance of NTP - Construction expected to commence by
- mid April 2008
- Target completion date is April 2009
- The CM for this project is GMP Hawaii, Inc.
5POHNPEI RUNWAY ARFF
- Construction contract agreement is currently
being processed for approval at FSM Finance - Pre-const meeting was held on 28-Mar-08 and
expected to start construction by mid April 2008 - The scope of work for Runway rehabilitation has
been revised and divided into 3 Phases due to
funding shortage - The ARFF costs 12,150,000.00
- Phase 1 of the Runway costs 22,788,000.00
- Contract duration for ARFF is 365 cal. days
while the Pohnpei Runway is 610 cal. days

- The project costs 4,899,901.52
- Contract agreement with China Jiangsu is
currently with FSM Finance - Pre-construction meeting was held on February 26,

10KOSRAE ARFF
- Construction officially started on February 22,
2008 - Contractor is Black Micro Corp. with CM GMP
Hawaii, Inc. - Contract costs 5,788,000.00 with a duration of
365 calendar days - Scheduled completion date is February 20, 2009
11EQUIPMENT FOR DOI FUNDING
- Proposed list of airport equipment for each State
has been forwarded to DOI for review - Submission of FSM request to DOI has been delayed
as we encountered difficulties in getting price
quotation from suppliers - Formal request will be submitted to DOI together
with the required supporting documents as soon as
the DOI confirmed that the equipment being
requested is qualified for funding

13RESOLUTION TO CHALLENGES
- R1. Use of Sole Source Procurement Process as
approved by the FAA - R2. Pre-construction meeting at earlier stage to
identify potential sources and suppliers - R3. FAA waiver for Buy American Requirement
provided the Contractor could submit proof of
unavailability of materials - R4. Regular coordination between FAA, FSM
National State Government, Consultant and
Contractor - R5. Imposition of Retention Money in lieu of
Payment Bond - R6. Sufficient funding, completeness of
supporting documents and constant follow-up - R7. Sufficient funds, proper drawdown scheduling,
record keeping of project funds - R8. Selection of manageable and responsible
Consultant
