Linking data privacy protection protocols

• Seek approval from the AIHW Ethics Committee for
  the linkage exercise before linking data
• Separate out personal identifying information
  used in linking the data from general data to be
  used in analysis (ie SLK-581)
• Exclude record identifiers from the final linked
  data (used for analysis) so that there can be no
  linkage back to the source data
