Title: PanEuropean Harmonisation
1- Pan-European Harmonisation
- of
- Vehicle Emergency Call
- Service Chain
The project is co-funded by the European
Commission DG Information Society IST programme
2System Specification General Introduction
- Call definition
- Emergency call (e-call) 112 call landline
- mobile call originated by phone device
(GGALIES) - E-MERGE call, originated by In Vehicle System
- based on mobile comm. technology (e.g. GSM,
Satellite, TETRA, ...) - primarely data transmission (e.g. SMS, GSM/Data,
GPRS, ...) voice - includes location data (e.g. GPS / GALILEO data,
) - additional data (e.g. contract, customer,
vehicle, type, colour) - activated manually by S.O.S. button or automatic
by processing of car - signals (e.g. airbag- / crashsensor)
3Basic requirements
- Legacy solutions exists
- (on-board devices using various
technologies, protocols, number triplets, data
formats...) - E-calls handling rely on PSAP PUBLIC SAFETY
ANSWERING POINT - (public service responsible also for
ordinary voice calls landline and mobile) - E-MERGE handling rely on Service Provider
- (service for user and subscriber of telematic
technology by several service provider)

8European context
- Main requirements
- Homogenous level of service / handling / timing /
documentation - Interoperability of systems/devices
- Seamless service
- vehicles travelling outside its own country
(roaming) - optimisation of rescue in border areas
9European context SP scenario
- E-MERGE focus on EU issues
- minimum level of service
- minimum requirements for PSAP/SP
- interface SP-PSAP
- Privately or country specific ruled
- roaming

10E-MERGE Solution
- E-MERGE focuses on
- interfaces and creates
- the conditions for
- homogeneous European wide vehicle generated
- emergency calls
- compatible with
- CGALIES/112
- with usage of GPS /
- GALILEO technology
- and different data
- bases

11E-MERGE Expected results
- Independently from technology looking at
compatibility with existing solutions - Minimum level of service for legacy and private
telematic solutions(proprietary solutions will
continue to provide other added value services) - The E-MERGE call will be available as at least an
optional in-vehicle system (or as a standard
in-vehicle system) to drivers - using 112 as fall
back - Minimum requirements for SP- PSAP interfaces
- Specification of an open net for all involved
actors
Out of scope for E-MERGE but necessary availabili
ty of PSAP and commitment of member states e.g.
via creation of directive
12Starting point E- Call via mobile phone direct
to PSAP (CGALIES)
13One possible solution E-MERGE Call via IVS
direct to PSAP
14Integrated Scenario E-MERGE Call via IVS using
VPN over internet (PSAP or SP)

16E-MERGE Exploitation
- E-MERGE results and specifications plus the test
site results will be used as a basis common
solution (standard) for - interface between SP and country specific PSAPs
- definition of protocol between in-vehicle
devices and PSAP and SP - (direct 112 call option as fall back
solution) - Process and protocol definitions
- QA handling and timing
- Creation of a protocol converter for the
interpretation of the different SMS data - of the car manufacturers
