10What is social exclusion
- Somebody is socially excluded if they are
subject to three or more of the following forms
of deprivation
we can assess this through demographic
questioning

Moving from Digitally excluded to Digitally
included is not a 1-step process

exclusion
75 of people counted as socially excluded are
also digitally excluded.
- The aim of the Digital challenge programme is to
reduce the digital divide. - Market forces will deepen the divide (How
excluded are you?). - Digital Challenge will narrow the divide through
- improved access
- increasing peoples motivation and through
- improving skills and confidence.
We will be able to measure the impact that the
reduction on the digital divide will have on
social exclusion.
