Adapting common financing tools

• Financing over-cost for lower operating cost is
  less risky for banker, then lower rate expected!
• Sparing scheme then loan public bonus, for more
  sustainability ! (in FR P.E.Logementk 15k)
• Municipal support to soft financing (via energy
  environmental fees) might help to improve quality
  to control added value
