  • Higher Education and RD
  • Increase the RD expenditure to 2 of GDP by
    2010 private sector investment in RD should
    reach 1 of GDP
  • Achieve a 20 of GDP share of high-tech
    industries by 2010
  • Raise the computer literacy rate to 70 during
    the first 5 years
  • Integrate the RD system of Lithuania in ERA and
    use the EU Structural Funds for research and
    development
  • Strengthen the level of strategic intelligence in

(2005)
  • Priority of Microeconomic Area To promote the
    competitiveness of Lithuanian companies
    Objective 1 To provide conditions for business
    to use the RD results of the public sector and
    to invest personally into RD through the
    development of RD capabilities of the public
    sector
  • Falls within the area recognised in 2006 Annual
    Progress Report of the European Commission
    Strengthening the Science and Technology Base
    and priority action area established by the
    European Council Investing in Knowledge and
    Innovations

  • For implementing of the National Lisbon
    Strategy the Higher Education and RD Reform has
    been started.
  • Objective -
  • To achieve that the system of higher education
    and educational research could correspond to the
    state economy needs, society and individual
    needs, secure long-term cohesive development of
    country and international competitive ability..

  • Law on Management and Use of Property of Public
    Higher Education Establishments
  • This Law institutes principles, course and
    specifications of Management and Use of Property
    of Public Higher Education Establishments.
  • Two distinguishable legal modes
  • General expands the rights to dispose the
    assets, using them for rent or internal use,
    creating possibility to renew the property or
    transfer it according to usufruct agreement.
  • Special right of trust is expended to the
    owner right (except some restrictions), it gives
    possibility to establish legal entities and
    invest in them.

Development of funding of Higher Education(first
steps)
  • Starting reform with concentrating additional
    state recourses to improve the quality of
    studies.
  • Performed analysis of possibility of charging
    higher tuition fee. Continued discussion with all
    social partners about changing tuition fee.
  • Refusing differentiated types of tuition payments
    for full-time daytime, part-time evening and
    part-time extramural students.
  • Possibility to introduce principle Money after
    student.

    (training and laboratories) which is needed for
    studies, science and research associated with
    improving quality of the specific study programs.
