- For implementing of the National Lisbon
Strategy the Higher Education and RD Reform has
been started. - Objective -
- To achieve that the system of higher education
and educational research could correspond to the
state economy needs, society and individual
needs, secure long-term cohesive development of
country and international competitive ability..

- Law on Management and Use of Property of Public
Higher Education Establishments - This Law institutes principles, course and
specifications of Management and Use of Property
of Public Higher Education Establishments. - Two distinguishable legal modes
- General expands the rights to dispose the
assets, using them for rent or internal use,
creating possibility to renew the property or
transfer it according to usufruct agreement. - Special right of trust is expended to the
owner right (except some restrictions), it gives
possibility to establish legal entities and
invest in them.
8Development of funding of Higher Education(first
steps)
- Starting reform with concentrating additional
state recourses to improve the quality of
studies. - Performed analysis of possibility of charging
higher tuition fee. Continued discussion with all
social partners about changing tuition fee. - Refusing differentiated types of tuition payments
for full-time daytime, part-time evening and
part-time extramural students. - Possibility to introduce principle Money after
student.

- part-time studies abroad according to the
international agreements. - Possibility to use the financial resources of
private sector (banks) for loans (currently loans
are given only from state funds) - Scholarship

- To expand programming competitive funding
- Programmes elaboration National research
programmes scheme has been elaborated - Strenthening the principles Researches are
chosen according to the competence - Programmes administrative body Science Council
of Lithuania has been reformed. - To reform basic funding for science and studies
institutions - Allocated by using Government approved
regulations by assessing the result of scientific
activity - Ensures the stability of system and links
between science and studies.

personnel (20072013 EUSF support). - Researchers Career Programme
- Raising qualifications and competence of
scientists, doctoral students and other
researchers - Stimulating mobility of researchers and students
- Increasing the number of researchers and
