Refined Goals
Preserve Central Franklins function as the
central core having a unique quality that
capitalizes on the history of the area and the
diversity of the land uses. Protect Central
Franklins small-town identity. Protect
Central Franklins neighborhoods and existing
residential uses by providing a consistent
appearance and quality within and outside the
Historic Preservation Overlay. Improve or
protect Central Franklins gateways and corridors
to reinforce the unique character of special
area. Establish a series of connected
corridors that are designed for functional
efficiency, encourage multiple travel options,
promote environmental preservation and improve
community aesthetics.

Refined Goals
Protect and enhance Central Franklins historic
buildings and battlefield. Enhance the role
of the Harpeth River in Central Franklin,
integrating this open space with the surrounding
area through efforts to reclaim the riverfront
and providing public access to the river. An
open-space network should be developed to connect
neighborhoods as well as mixed use, office and
commercial developments to business districts,
parks, schools, historic sites and other
neighborhoods. Preserve the historically
significant neighborhoods unique identity, such
as the Natchez community located in Central
Franklin. Encourage compatible infill
development in the downtown core with attention
to context sensitive design, particularly with
respect to existing residential uses and
structures.

Refined Goals
Reinforce adopted historic guidelines as well
as other long range plans and programs to better
achieve goals for Central Franklin. Provide
adequate infrastructure to serve existing and
future development within Central Franklin.
Provide an adequate system of access for
public safety vehicles. Ensure adequate
parking for development in Central
Franklin. Provide a diversity of housing
choices, including mixed income housing within
Central Franklin. Expand housing options in
Central Franklin, including accessory units in
identified areas. Encourage significant civic
institutions, such as city hall, to be located in
the downtown core.

Process, Other Goals
Recognize plans previously developed as part of
the CFAP that continue to be implemented, and
integrate these plans in the updated plan
including the Hard Bargain master plan.
Integrate Harpeth River goal with other goals
for city long range plans. Designate
appropriate uses for existing structures within
Central Franklin.
