Title Solar Power In India May Benefit From
Budget
  • Summary Solar power generation in India may get
    a boost with some of the proposals announced as
    part of the Union Budget 2016-17.
  • Solar power in India has been a major focus area
    for the Central Government and the industry
    wanted the Government to offer tax incentives and
    other financial support ahead of the Union
    Budget. These incentives were demanded to help
    make solar power generation an attractive and
    viable option. The Government has an ambitious
    target of deployment of 175 GW renewable power
    capacities by the year 2022 and this includes 100
    GW of solar energy. Industry players had also
    asked for improved non-recourse financing,
    activation of REC benefits for solar rooftop
    projects, waiver of banking charges and
    electricity duty for solar rooftops and an
    effective ecosystem and net metering guideline
    enforcement across states. Renewable purchase
    obligations, boost grid infrastructure, promoting
    storage solutions through subsidies and
    incentives and other sops were also sought by the
    solar power industry.

  • With the Union Budget 2016-17 proposals, solar
    power is expected to double its annual capacity
    this year due to lowered costs and a better
    policy structure. More than 4, 000 MW will be
    added in 2016 as compared to the previous
    forecast of 3, 600 MW as per several studies and
    reports. This represents 100 year-on-year growth
    and solar installations should achieve record
    growth in 2016 and 2017 after growing by 142
    last year. The Union Budget has doubled the clean
    energy cess on ignite, coal and peat from INR 200
    to INR 400 a tonne for financing clean energy
    initiatives. This will certainly benefit the
    solar power industry along with the target to
    achieve 100 electrification of villages by the
    1st of May, 2018 as announced in the Budget.
  • However, there has been a reduction in
    accelerated depreciation benefits for renewable
    energy investments to 40 from the earlier 80
    which is a dampener for the solar power industry
    and other renewable verticals and this policy may
    impact overall investor demand. Clean energy cess
    will raise conventional power generation costs
    and benefit solar power players as this will
    reduce the gap between solar and regular power
    even more. Overall there are more than 10, 000 MW
    of projects currently being developed in the
    country and the industry should see better times
    in the near future.
