INDIAN LEATHER DEVELOPMENT PROGRAMME
  • During the Eleventh Five Year Plan period
    2007-2012, the DIPP has implemented an Indian
    Leather Development Programmed (ILDP) for the
    overall industrial growth of leather sector, with
    a total plan outlay of Rs.1251.29 Core. The
    thrust of the ILDP scheme was on technology up
    gradation and modernization of production units,
    expansion of production capacities, creation of
    institutional facilities in the country, training
    Human Resources for the leather sector, support
    to rural artisans for design and product
    development, create market linkages, environment
    management in the tanning sector etc.  The
    Government through its various policy measures is
    endeavoring to facilitate the leather industry in
    augmenting production capacity on modern lines

Leather industry in India
  • The total production of the Indian leather
    industry stands at USD 11 Billion with great
    potential for export and a huge domestic market.
    Exports have grown from USD 1.42 Billion in
    1990-91 to an all-time high of USD 6 Billion in
    2013-14. Exports are projected to grow at 24 per
    annum over the next five years. The domestic
    market is expected to double in the next five
    years. Comparative advantages in cost of
    production and labor costsUSD 6 Billion worth of
    exports in 2013-14.The industry accounts 10 of
    the worlds leather production. There is 24
    growth projected in the next five years. 55 of
    workforce below 35 years of age. A strong base
    for raw materials India is endowed with 21 of
    the worlds cattle and buffalo and 11 of the
    worlds goat and sheep population. India produces
    2 Billion sq. feet of leather, accounting for 10
    of the world leather requirements. There is no
    import duty on the import of raw hides and skins,
    semi-processed leathers like wet blue, crust
    leather or finished leather. Imported leather too
    is now available to the industry at competitive
    prices.

Indian leather industry
  • Leather industry in India is spread over
    organized as well as unorganized sector. The
    small scale, cottage and artisan sectors account
    for over 75 of the total production. Though
    traditionally and in the beginning, the Indian
    leather industry has been an exporter of tanned
    hides and skins, in the early seventies itself,
    it set its sights on becoming a major player in
    the leather products segments. The industry uses
    primarily indigenous natural resources with
    imports to full fill its exports
                                           
    recognizing the need for proper development of
    leather sector, the Govt.of India constituted a
    Working Group on Leather and Leather Goods
    Industry for the betterment of the industry. The
    Report of the Working Group, which
    comprehensively dealt with every aspect of this
    sector, has already been implemented. Based on
    the recommendations of the Working Group, the
    various departments are in the process of
    formulating schemes for integrated development of
    leather sector besides modernization of major
    segments of leather industry viz. tanneries,
    footwear, footwear components and leather goods
    garments

  • Leather Industry has been identified as one
    of the thrust areas of exports. The Leather
    Industry with an annual turnover of over US 10
    Billion, has increased manifold over the past
    decades and touched US 6Billion of export. The
    cumulative annual growth rate of about8.55 ( 5
    years). The Leather and Leather Products industry
    in India employs the  large number of work force
    from weaker section of the  of the society. Women
    employment is predominant in leather products
    sector with about 30 share of the total work
    force.
  • Footwear sector has been identified as an
    area of extreme focus. India is the second
    largest producer of footwear and leather garment
    in the world.
