Political developments in Pakistan
  • Pakistan comes into existence as a sovereign
    state on 14th August 1947. The Constituent
    Assembly, carved out of the existing Central
    Legislature, meets on 11th August and elects
    Muhammad Ali Jinnah as its Presi
  • dent. The Government of India Act 1935 is to
    provide the legal foundations for the new state
    till the framing on a Constitution. Quaid-e-Azam
    is sworn in as the first Governor General.

Presidential Elections
  • In Pakistan, Second Schedule of the 1973
    Constitution of Pakistan provides for election to
    president of Pakistan 1. According to which,
    before one month to expiration of president
    tenure, it is the responsibility of the Election
    Commission of Pakistan to hold and conduct
    election to the office of President, and Chief
    Election Commissioner shall be the Returning
    Officer for such election. Similarly, ECP
    appoints Presiding Officers to preside at the
    meeting of the members of Majlis-e-Shoora
    (Parliament) and at the meetings of the members
    of the Provincial Assemblies.

Factsheet - Senate of Pakistan
  • Majlis-e-Shura, the Parliament of Pakistan,
    consists of the President and two Houses, known
    respectively as the National Assembly and the
    Senate. The Senate was constituted for the first
    time in 1973 under Article 50 of the Constitution
    of Pakistan that stipulates a bi-cameral
    Parliament.

    by the National Assembly (NA) in April 1973,
    provides for a parliamentary system of
    government, with the President as the Head of
    State and the Prime Minister as the Head of

Factsheet - Caretaker Cabinet
  • The purpose of the caretaker administration in
    Pakistan is to ensure the neutrality of the
    government overseeing elections and reduce the
    scope for abuse or misuse of power and state
    resources in election campaigns. After the
    National Assembly (NA) is dissolved, the
    President appoints a neutral caretaker cabinet to
    oversee the conduct of elections and serve until
    the formation of the elected Government.
    Similarly, at the provincial level, the Governor
    appoints a caretaker cabinet for the Province
    ahead of Provincial Assembly Elections.1
