  tools and techniques. Vladimir has BS MS
  Electrical Engineering Computer Science, MS in

  Ph.D. in Engineering. He has contributed to

  planning and management, telecommunications,
  transportation, and others. Dr.Shnaydman
  published more than 50 papers. He is the
