released that road accidents cannot be reduced by
reducing speed limits to the lowest level rather
accidents can be reduced by maintaining the
safest speed limit which is the speed that motors
actually drive at.

He says the vast majority of people do not
drive too fast and given the opportunity will
travel at a velocity that they are not
comfortable with. And once this most appropriate
speed is determined (the 85th percentile) crashes
are reduced because drivers are concentrating on
driving, watching the road and the traffic, not
dozing off or watching the speedometer.
