25Wireless E-911
- Phase 0
- Locality taking the call typically on a dedicated
seven-digit line. - Phase I
- Call is routed through the 9-1-1 system based on
the cell site/sector receiving the call and
provides the cell site information and call back
number. - Phase II
- Same routing as Phase I, but latitude/longitude
is provided within acceptable error rate.
26Wireless E-911 Phase II
- Handset Based Solution - GPS
- 50 meters / 67 of the calls
- 150 meters / 95 of the calls
- Network Based Solution Triangulating
- 100 meters / 67 of the calls
- 300 meters / 95 of the calls

31Wireless E-911 and GIS Data
- Wireless E-911 Service Board approved Phase II
Funding in June 2001 - Digital Orthophotography
- Street Centerline
- Addressing Data
- Hydrography
- But HOW?
- Local
- Statewide
- Commercial
32Context Provided by Comprehensive Planimetric Data
33Context Provided by Digital Ortho Photography
34Wireless E-911 and VGIN
- VGIN asked to prepare a report for the 9-1-1
Board - VGIN analyzed wireless E-911 needs
- Sharing digital data with surrounding localities
- Must be highly accurate (cannot add to error)
- Urgently needed due to timeline and call load
- 239,000 wireless 911 calls in Fairfax, VA in FY
2002 (53 of all 911 calls). - 3,017,626 wireless 911 calls in Virginia in FY
2002 (43 of all 911 calls).
35VGIN Analysis
- Locally produced data - continue disparities
preventing efficient sharing of data - Commercially available data - immediately
available and cheap but not accurate or complete
enough - Statewide approach - cost less than local
approach and further all geospatial development
within the Commonwealth (the greater good
argument)
36Boards Decision
- Fully fund the statewide Virginia Base Mapping
Program (VBMP) - Conflate/integrate existing locality centerline
data and Virginia DOT data to the
orthophotography - Use census data or digitized local addressing
data to provide addressing - Attempt to market the digital orthophotography
data to fund appropriate maintenance cycle
