What do we aim to do?
  • Target interventions on the most persistent
    offenders to reduce re-conviction rates.
  • Harness a multi-agency approach to delivery
    using joint skills and approaches to best effect.
  • Ensure a working together commitment to reduce
    crime, reduce number of victims, create safer
    communities.

Whats our challenge?
  • To target and engage with the hardest to reach
    offenders.
  • Criminally active 10 of offenders have 3 plus
    convictions and are responsible for half of all
    crimes committed in the County.
  • Well known to the Criminal Justice System
    present them with a choice to sign up to the ROSE
    Project.
  • Many have significant issues relating to drug
    addiction, education and employment skills, lack
    of stable or suitable accommodation.

What do we do?
  • Target our resources on offenders who are right
    for ROSE and have the best chance of succeeding.
  • Simple choice reform of face swift return to
    court and custody.
  • Provide structured and monitored interventions
    to address the risks they present and the
    criminogenic needs

Where do we all fit in?
  • Costs of crime in social and emotional terms are
    too high one more victim is one too many
  • Evidence based we need to target scarce
    resources on what works.
  • Need to make our communities safer and be
    accountable to our communities as public
    servants.
  • Need to promote and continue to invest in ROSE
    because believe and know that it works!

What is the ROSE Project?

The ROSE Project is
  • A multi agency approach to dealing with the most
    chaotic and prolific offenders.
  • With the aim of
  • Contributing to the reduction of acquisitive
    crime across Northamptonshire
  • By
  • Stopping Prolific Priority Offenders from
    re-offending and successfully rehabilitate them
    into society or ensuring their swift return to
    custody

Two operational bases at Albion House,
Northampton Finedon Police House About 85
of the clients are from within the Criminal
Justice System and nearly all have a Class A drug
and/or alcohol addiction which fuels their
criminality Currently have 110 signed to the
project

How does it work?
  • By making an informed assessment as to the needs
    of the individual and then ensuring that those
    issues which lead to offending are addressed.
    This could be by way of
  • Access to the appropriate agencies and support
    networks
  • Medical intervention
  • Support in securing appropriate accommodation
  • Support in life skills training and education
  • Access to job training and employment
  • Order to chaos

Why should the PPO comply?
  • Joint supervision from both Probation Police
  • Drug tested twice a week
  • Failure to comply is breach of licence/community
    order
  • Data Exchange Agreement signed by all agencies
    involved (both statutory and voluntary), means
    we share information
  • Continued or resumed criminal activity or drugs
    misuse rapidly dealt with via recall or targeting
    by front line police
  • Not all succeed, some return to prison not the
    right time for them to engage.
