PA Change Order Recommendation
  • Change Order 38 dated January 14, 2005
  • This change order contains several PAS users
    suggestions to enhance the productivity of PAS.
  • The seven (7) proposed enhancements to PAS
    contain ideas suggested by PAS users. They range
    from the user being able to re-set their password
    (without having the PA do it) to a disclaimer
    that a preferred block might not be available by
    the time the application is processed to adding
    Part 3 and Part 4 reminder notifications to PAS. 
  • This is a change in the scope of programming for
    PAS and as such the NOWG recommends that this
    change order be approved so that the industry
    will benefit from being able to enhance the
    usability of PAS for the SP.

PA Change Order Recommendation
  • Change Order 39 dated February 18, 2005
  • This change order proposes that PAS be modified
    to provide two Part 4 reports, similar to the
    Part 4 reports that carriers can presently
    obtain from the NAS.
  • Currently there is no Thousands-Block Part 4
    Report in PAS for either assignments needing Part
    4s or those Part 4s that have already been
    submitted. The PA submitted Change Order 25
    (Thousands-Block Part 4 Report) previously to
    establish some kind of Part 4 report in PAS. The
    PA also submitted Change Order 34 (SP
    Enhancement Modify Part 1A Report) after a
    service provider sent in a suggestion to add a
    column to the Part 1A report that would have the
    Part 3 effective date in it. Change order 34 was
    an attempt to establish some sort of Part 4
    report. After reviewing both change orders, the
    NOWG did not recommend approval for either 25 or
    34, but did recommend that the PA submit another
    change order containing the NOWG recommendations
    from 25 34. The PA has taken the NOWG
    recommendations on both previous change orders
    and has incorporated those recommendations into
    the current change order (39). After reviewing
    this change order, the NOWG recommends that this
    change order be approved.

NeuStar Board of Director Additions
  • On January 28, 2005, NeuStar notified the
    Wireline Competition Bureau, Federal
    Communications Commission via Letter, regarding
    the addition of two (2) new members to the
    NeuStar Board of Directors. Chairman Atkinson
    directed the NOWG to consider this request on
    behalf of the NANC the same day. The NOWG has
    been tasked with providing feedback to the NANC
    of any perceived issues regarding the contents of
    this notification.
  • The NOWG considered this request and asked
    NeuStar questions as to the additional BOD
    members qualifications for Neutrality and
    Independence. NeuStar responded that the new
    Board members were consistent with the NeuStar
    Safe Harbor Order, and that they are not employed
    by any of the entities appearing on the FCCs
    list of Telecommunications services, they also
    reiterated that the Board members have signed the
    appropriate NeuStar neutrality compliance
    certifications, certifying their adherence to the
    NeuStar Code of Conduct.
  • The majority of the NOWG did not identify any
    perceived issues.

Status NANPA and PA 2004 Performance Surveys
  • The NANPA and PA surveys were distributed via
    bulk e-mail by the NANPA and PA administrators as
    well as posted to each of their web sites. The
    NARUC and the INC sent notices via their
    distribution channels.  All parties sent reminder
    e-mails.
  • The response due date was March 4th, and because
    of continuedinterest in participation and the
    fact survey's are still being submitted,the
    cut-off date has been extended until March 31st.
  • We are in the process of gathering the results,
    creating a matrix ofrespondents and tallying the
    ratings and comments.
