ASAC FAS Working Group Milestones
  • Below are some of the milestones related to the
    Working Groups efforts
  • Sept. 30, 2004 ASAC approved formation of
    Working Group to focus on the Freight Assessment
    System
  • Oct. 12, 2004 Initial meeting of the Working
    Group and Establishment of Working Groups Phase
    1 Charter
  • Apr. 28, 2005 Working Group presented initial
    FAS recommendations to ASAC
  • May 10, 2005 Establishment of Working Groups
    Phase 2 Charter
  • To date, FAS Working Group has convened on nine
    occasions at TSA HQ

ASAC FAS Working Group Recommendations
  • The Working Group submitted a report on April 28,
    2005 containing initial recommendations, many of
    which are being implemented, such as
  • Implement FAS in a phased approach
  • After completion of the proof-of-concept, a
    review of lessons learned, and any necessary
    modifications, a phased deployment schedule is
    envisioned.
  • Capture data as early as possible
  • FAS is designed to collect information "upstream"
    from air carriers at earlier points in the supply
    chain.
  • Develop a model which assesses the risks based on
    both individual data elements as well as their
    interrelationships
  • The FAS risk assessment model will include an
    analysis of multiple data elements and the
    inter-dependencies between data elements.

  • The Working Group submitted a report on April 28,
    2005 containing initial recommendations, many of
    which are being implemented, such as
  • Design an interface which collects and relays
    data in addition to providing near real-time risk
    assessment notification
  • The FAS risk assessment model will include an
    analysis of many data elements and the
    inter-dependencies between many of the elements
    and provide notification of elevated risk cargo.
  • Establish a FAS pilot program to validate system
    design and performance
  • A proof-of-concept will initially occur to test
    the feasibility and effectiveness of the system
    technology and processes and to assess the impact
    on commerce/industry.
  • Extend the life of the FAS Working Group to
    enable industry to have adequate input into FAS
    as it evolves
  • TSA agreed with this recommendation and the full
    ASAC approved continuing the FAS WG through Phase
    2 at the April 28th meeting.

FAS Introduction
  • Freight Assessment System is a cornerstone of
    TSAs Air Cargo Strategy
  • Goal Reduce risk associated with transporting
    cargo on passenger and all-cargo aircraft
  • 100 pre-screening will identify elevated risk
    cargo that must be inspected by carriers
  • Will incorporate elements of Known Shipper and
    Indirect Air Carrier programs combined with
    shipment specific data to determine level of risk
    for each shipment
  • Will reduce current reliance on random inspection
    of cargo
  • Responds to lack of currently practical and
    available means to effectively inspect 100 of
    air cargo without significantly impacting
    time-definite air cargo services
  • Supports one of the goals of TSAs 2004 Air Cargo
    Strategic Plan, approved by Former Secretary
    Ridge in January 2004
  • Enhance shipper and supply chain security
  • Identify elevated risk cargo through prescreening
  • Identify technology for performing targeted air
    cargo inspections
  • Secure all cargo aircraft through appropriate
    facility security measures
  • Aligned with the Aviation Security Advisory
    Committee (ASAC) Air Cargo Working Group
    recommendations
  • "Our recommended layered solution consists of
    three layerscargo profiling, inspection,
    detection."

FAS System Approach
  • A collaborative initiative involving TSA and
    industry based on information sharing mindful
    of not placing duplicative data requests upon
    industry
  • Seeks to leverage existing DHS expertise and
    infrastructure investments where appropriate
  • Planned to be a flexible, scalable risk
    assessment process to assist in identifying
    elevated risk cargo for inspection
  • Approach is consistent with the departments
    threat, vulnerability, and consequence
    methodology
  • Specific benefits of FAS include
  • Provides the government visibility into all
    domestic cargo movements, whereas this visibility
    was previously afforded only to international
    shipments
  • Planned to be intelligent and easily modifiable.
    The system will constantly learn and optimize its
    risk model as transactions are processed and
    additional data is stored
  • More effectively focuses industry and government
    resources on cargo assessed as elevated risk than
    through random inspections

FAS Interaction with Industry
  • The FAS approach has been driven by an extensive
    amount of interaction with representative air
    cargo companies and analysis of air freight
    business processes. This includes "field" visits
    with
  • Major passenger air carriers (American,
    Continental, Southwest, United, etc)
  • Regional passenger air carriers (American Eagle,
    Alaska Airlines, etc)
  • Major all-cargo carriers (UPS, FedEx)
  • Large Indirect Air Carriers (Eagle Global
    Logistics, DHL Danzas, BAX Global, etc)
  • Small Indirect Air Carriers (Team Worldwide,
    CapLogistics, etc)
  • Variety has allowed the program to consider broad
    mix of cargo types, cargo models (i.e., use of
    consolidator or 3PL versus direct ship to
    carrier), and technology capabilities FAS will
    need to accommodate when deployed.
  • The FAS industry operations team has conducted
    process modeling and time/motion analysis of 24x7
    operations with numerous air cargo companies.
    This data will enable the FAS program to
  • Establish a performance baseline against which to
    compare FAS results during/after future
    operational deployments (i.e., Did FAS introduce
    more time into the process or create new
    bottlenecks?)
  • Assess data quality and availability at different
    points in the air cargo supply chain
  • Determine which points of data collection and
    risk assessment "calculation" are optimal
