  • RECOMMENDATIONS AND CONCLUSIONS

3
FOCUS
  • AUTHORITY
  • AFI 21-105, Aerospace Equip. Structural
    Maintenance
  • PURPOSE
  • Evaluation of AFSPCs corrosion program
  • Assessment of condition of equipment w/respect to
    corrosion, and materials processes
  • On-site technical assistance and information
    exchange
  • APPROACH
  • Evaluation using AF and command instruction/T.O.
    guidance
  • Emphasis on survey and not inspection
  • Environmental emphasis

SURVEY AREAS
  • Corrosion Shops and Facilities
  • Launch Facilities
  • Satellite Communication Equipment
  • Range Tracking Equipment
  • Hazardous Materials Pharmacies
  • Maintenance Training
  • Aircraft and Equipment
  • Quality Assurance
  • Electronic Maintenance Shops
  • Radar Equipment
  • Communications Maintenance
  • Vehicle Maintenance Shops
  • AGE Shops
  • Selected Other Areas

7
PROGRAMMATIC APPROACHES(ICBM)
  • Structured effort similar to the rest of AF
  • Launch facilities/control CPCP (corrosion
    prevention and control) performed locally
  • Missile CPCP performed by depot
  • Excellent CPAB
  • Still room for improvement

8
PROGRAMMATIC APPROACHES(SATELLITE COMM.
ELECTRONICS)
  • Little or no CPCP by operating organization
  • Little or no periodic maintenance
  • Rely on depot for assessing equipment
  • Operators only concerned with electronics

9
PROGRAMMATIC APPROACHES(West Coast)
  • Had the most/worst conditions w/ respect to
    corrosion problems
  • Little or no scheduled periodic maintenance
  • Some sites had fresh water capability for rinse
    down of equipment
  • Support facilities and space launch facilities
    experiencing severe corrosion problems
  • Corrosion advanced to the point that treatment of
corrosion or repair not economicalreplacement is
    the only course of action

10
PROGRAMMATIC APPROACHES(East Coast)
  • Aggressive approach to corrosion problems
  • Superb effort to rework equipment/facilities
    (including launch)
  • Accomplished through self initiated programs w/
little reliance on depot maintenance (on-site SMC
    contractors)
  • Routine inspection/evaluation of
    equipment/facilities are being completed

11
CONCERNS
  • Overall AFSPC CPCP has not been implemented to
    meet requirements of AFI 21-105
  • Command Instruction AFSPCI 21-105 inadequate
  • Program not organized on how command accomplishes
    CPCP
  • Very little to no sharing of information within
    the command on CPCP matters
  • Responsibilities for CPCP need to be better
    defined

12
RECOMMENDATIONS
  • Develop program from local level up to meet
    unique AFSPC needs
  • Intermediate maintenance and prevention
  • Include local operators
  • Define responsibilities
  • Emphasize corrosion-resistant design
  • Address concerns with CE maintenance
  • Expand CPABs command-wide
  • Participate in AF and DoD-wide corrosion
    activities
  • AFCPCO ready to assist

13
SUMMARY
  • AFSPC operates in difficult, unique environment
  • Some organizations performing good CPCP, in spite
    of lack of guidance
  • ICBMs improved over 1985
  • East Coast vast improvement since 1993
  • Many corrosion problems found in field that need
    to be addressed soon
  • HQ AFSPC Program Manager proactive conscientious
