Title: Commercial SATCOM, Why Not

1
Commercial SATCOM, Why Not?
  • DoD Commercial SATCOM Users Workshop
  • 5-7 December

Larry D. Haughey Vice President, Government
Markets XTAR, LLC
2
Does DoD Need Commercial SATCOM?
  • demand expected to increase for available
MILSATCOM but no alternatives if new systems are
    delayed
  • OIF 80 commercial
  • Navy 40 commercial
  • CENTCOM AOR 53 commercial
  • DISA 500M/year spent on commercial SATCOM
  • DoD users would prefer to use military systems
and vacate commercial as soon as possible but
this does not appear realistic in the immediate
    future

3
Trends in Commercial SATCOM
  • CEO Forum at SATCON 06
  • Not replacing capacity in some orbital slots, and
only selectively replacing capacity in others
  • Increased demand for capacity driven by HDTV
  • HD gaining momentum in Europe and emerging
    markets
  • TV programming will drive content and keep usage
    high
  • Industry consensus that HD will require 4x
    capacity
  • Historically, DoD could rely on commercial SATCOM
being available when needed but the future
    appears to suggest otherwise
  • What if we were unable to support the next
conflict because everyone was watching on HDTV?

4
How Commercial SATCOM Can Support TCA 3.0
  • Fill in the gaps for SATCOM services that do not
require the 100 solution of MILSATCOM
  • LTG Croom always likes to say he is looking for
the 60 solution and builds from there
  • Cost of commercial SATCOM holds up pretty well
against the 25B allocated to the new MILSATCOM
systems, regardless of whose budget it is
  • Apply some program dollars to commercial SATCOM
efforts designed to address Government concerns
    about NETOPS, portability, Mission Assurance
  • Ensure that commercial SATCOM providers focus on
    DoD issues/concerns
  • Continue to build and support applications for
    mission critical services
