CRUCIAL FACTORS AFFECTING THE PERFORMANCE OF CROP
SECTOR IN THE STATE ARE
  • Wide fluctuations in rainfall causing drought
  • Wide fluctuations both in gross net areas
    irrigated specially under canals
  • Small land holdings
  • 85 of farmers belong to small marginal group
  • Substantial yield gaps
  • Inadequate extension reach focus
  • Serious soil health problems
  • Poor degree of mechanization
  • Seed
  • Credit inadequacies etc.

12
MAJOR STRATEGIES FOR IMPROVING CROP SECTOR
  • Expansion of Irrigated area
  • Stabilization of Irrigated area
  • Canal Modernization
  • Drainage improvement
  • Conjunctive use of water
  • Bridging yield gap (Adoption gap)
  • Revamping of extension system
  • Adopting Farming Situation based approach
  • Critical Resource Interventions like Seed,
    Mechanization, Green manure Zinc Sulphate

13
Major strategies Contd
  • Rainfed Agriculture
  • Diversification Crop Shift.
  • Promoting drought resistant plantations such as
    Simarouba, etc.,
  • Other interventions like mechanization, seed,
    extension, short term weather forecasting
    critical.
  • Watersheds promotion.
  • Research Support
  • Strengthening the University Research
    Infrastructure
  • Support to new Universities Veterinary
    Horticulture
  • Improving Credit Delivery
  • Improving Rural Infrastructure - Rural Godowns
  • Special programme for reclamation of salt
    affected soils

14
Farming Situation Approach
  • Nine Agro Climatic Zones of State divided into
322 Farming situations based on soil type, mode
of irrigation, nature of problems etc.
  • Potential Vs Actual productivity of each
farming situation assessed and gap identified
  • Constraints analysed
  • Strategies framed
  • Mandal wise Crop Plan prepared showing
    constraints and strategies

38
SPECIFIC ACHEIVEMENTS OF ANDHRA PRADESH
IN SEED
QUALITY CONTROL
  • Besides implementing Seeds Act 1966 on notified
kind and varieties, the Seeds (Control) Order
1983 is being used for regulating the marketing
of seeds in the state effectively with the help
of relevant provisions of EC Act 1955.
  • The vaccum created due to deletion of cotton
seed from the list of Essential commodities of
EC Act 1955, is filled up by promulgation of a
new Act called An Act to regulate the supply,
distribution, sale and fixation of sale price of
cotton seeds and for the matters connected
therewith or incidental thereto which regulates
all cotton seeds including GMOs i.e., Bt cotton,
besides takes care of the following aspects (1)
Regulation of price (2) Payment of compensation
to affected farmers (3) Stringent punishments
    (4) take care of referral analysis.
  • An administrative programme of Pre-Release
Quality Assurance is also enforced since last 3
years to regulate the quality of Bt cotton prior
    to release
  • To regulate the most important quality
parameters i.e., Genetic purity, Bt protein,
event analysis, Zygosity test a DNA
Fingerprinting lab is established and notified
    to take up the analysis
  • The Seed Inspectors are trained every year in
    a special capacity enhancement programme,
provided with Seed inspectors kits, Bt express
kits and literature on legislation of seed,
compendium of notified varieties and seed
    inspectors manual.

39
Agricultural Extension Present Scenario in AP
  • An Agricultural Officer covering 20-30 villages /
mandal. Assisted by 1-2 AEOs/ mandal, compared to
around 6000 VLWs during CD block period.
  • More focus on regulatory and administrative
    functions rather than knowledge/skill transfer.
  • Weak research - extension-farmer-market linkages.
  • Poor infrastructural facilities.
  • Inadequate operating resources financial
    sustainability.

40
Approach for the XI Five Year Plan on
Agricultural Extension.
  • Improved reach-through dedicated manpower
  • Using progressive farmers as resource for better
    reach.
  • Encouraging CIG/FIG groups and farmers
organizations/ federations for extension as well
    as non farm linkages.
  • Bottom up planning market orientation.
  • Harnessing synergy of public private sector.

41
Proposed Extension Model (Broad based)
42

    collaboration with American Soybean Association
    in Adilabad District.
  • Solar Drying And Powdering of Vegetables (Tomato
    Cauliflower) in Rangareddy District
  • Sugarcane value addition in Srikakulam District

43
  • Interventions in Allied Sectors
  • Introduction of manually operated milking
    machine in Prakasam district
  • Propagation of Azolla, Drought resistant fodder
varieties, Sheep insurance, Breed up gradation
    and Rearing of backyard poultry
  • Disease management in Silkworms, Tassar silk
worm rearing, Chawke rearing methods and Shelf
    rearing systems
  • Women empowerment in aqua culture, Composite
fish culture, Post harvest technology in fish/
    prawn processing
  • Post harvest technology in mango and chillies,
Promotion of water melon cultivation, Bee
keeping for land less labour etc.

44
MARKETING
  • APMC Act amended in May, 2005 in tune with Model
Act of GOI Rules notified there under
  • MOU with National Dairy Development Board (NDDB)
    to encourage National Integrated (terminal)
market in the State for fruits vegetables
  • Establishment of State of art terminal market
complexes (3) under PPP mode at Vizianagaram/
Vijayawada, Tirupati / Rajampet and Hyderabad in
the State by GOI, Small farmer Agri-business
consortium (49) and private investors (51)
    equity participation

45
  • Private Markets - M/s Metro (cash carry)
    licensed -functioning at Hyderabad
  • Single license system enabled super markets
accessing agri-produce directly from farmers and
    route through food supply chain
  • Contract farming efforts on to educate farmers
