Training Objective
  • Familiarize the AP and I/A community with the
    use of DERs.
  • Discuss the common pitfalls of DER usage.

Designated Engineering Representative (DER)
  • If the applicant employs an appropriately
    authorized DER to provide supporting data the IA
    should coordinate activities with both the
    applicant and the DER.
  • If the data addresses the entire alteration or
    repair, and all of the requirements of part
    21/23/25/27/29 and 43 are met, there is no
    requirement for further approval by the ASI.

DER AUTHORIZATION
  • DERs are
  • authorized to approve data.
  • not authorized to approve an installation on an
    aircraft or return an aircraft to service.
  • DER approval indicates that the data complies
    with the applicable certification regulations,
    within the DERs limitations.

  • Anchorage ACO maintains a document listing DERs
    from outside Alaska who would like to do work in
    Alaska, including their contact information and
    delegated functions and authority

  • Presented as Training aids and subject to change.
  • Requires YOUR input on specific alterations.

USE OF DERs FOR MAJOR REPAIR OR ALTERATION
  • To approve data related to major repairs or
    alterations, the DER must have a special
    delegation from the ACO.
  • Ask to see their appointment letter, which will
    state that they have the authority to approve
    data in support of major repairs, major
    alterations, or both.
  • A DER may be authorized one-time authority to
    approve data in support of a major repair or
    alteration, from his/her appointing ACO. Must be
    noted on FAA Form 8110-3.

  • Determinations of whether a modification requires
    an STC rather than field approval
  • Putting together a compliance checklist, PSCP.
  • Assist with design through his/her experience of
    details that make a design compliant or
    non-compliant

USE OF DATA APPROVED BY DERs TO SUPPORT MAJOR
ALTERATIONS
  • The person performing the alteration is
    responsible for certifying that the alteration
    was accomplished in accordance with 14 CFR.
  • The DERs approving data for alterations must have
    special authority for major alterations.
  • If you dont have all of the data required for
    showing compliance with all applicable
    regulations. A field approval or STC will be
    required.

  • If the alteration requires any of the following,
    you will most likely require a field approval or
    STC
  • Flight Manual Supplement
  • Changes to airworthiness limitations
  • Ground and Flight tests plans
  • Ground and Flight tests
  • Compliance inspections
  • Modifications to critical structure or life
    limited parts
  • Instructions for continued airworthiness
  • Special conditions
  • Equivalent level pf safety findings
