4What is the Butler County Youth Council?Â
- The Butler County Youth Council (BCYC) is a
group of area students with representation from
all four high schools in Butler County - The Council serves as a liaison between all
Butler County youth and adults in the community - The Council works to identify issues that affect
youth in the community and then strategizes on
how to best affect change by contacting adult
leaders - Basically, the Council can serve as a voice for
all youth in Butler County
5BCYC Meetings
- Members of the Council meet monthly during the
school year bi-monthly during the summer - During these meetings, the Council meets with
adult leaders to learn about their roles in the
community to discuss any youth issues that
those community members may have influence upon - Council members also gain leadership skills
through hands-on experience and training
6What projects have the Council been involved in?
- Collected survey data to be used in a community
grant application for street improvement - The Councils main project in the last school
year, however, was spearheading introduction of a
legislative bill in the Nebraska Unicameral that
would have made some changes to Nebraskas
current school permit law.
7Lawmakers OK bill clarifying limits on 14-year
old drivers

- Meets weekly/monthly at various times
- Meetings usually include planned activity,
discussion of youth issues, and planning of
community activities for youth - Involvement of Tribal Elders is important for
all activities - Meets quarterly with other Tribal Youth Councils
(Omaha, Santee Sioux Ponca)
14Accomplishments
- 4 Youth and 2 Adults participated in the Nebraska
4-H Unicameral Youth Conference, 2003-2004 - Gather The Leaders 2004 Circle of Nations
Conference, 46 youth 5 adults, June 2004.
Youth involved with research and presentations on
tribal culture, traditions and governance.

- Hittin The Books Back To School importance
of education. More than 60 high school youth 6
Tribal Elders. - Harvest Powwow and Celebration 40 youth 19
adults as speakers, dancers and judges learning
and displaying cultural traditions. Over 300
youth and adults participated, ages 2-70. Sept

- Kick off week was held June 1-4, 2004 each LEAP
member took an age group and planned activities - On average, seventy-five youth participated each
day - Youth ranged from 3 year olds to sixth
grade - Continued program for five weeks, averaged 22
youth each week

25Members from the Hartington LEAP group were
chosen by the administration of their respective
schools based on their character, leadership
skills, involvement in their schools, and their
dedication to their various activities.
26- The purpose of the Hartington LEAP group is to
have more youth get involved in the community. We
wanted to complete a community project and our
overall goal is to have youth serve on governing
boards.
27Renovated the East Park
28The Hartington LEAP group also won an award at
the Annual NCIP Awards Banquet held in November,
2004. The community is very proud of this
accomplishment because of the extraordinary youth
involvement.
29The biggest accomplishment of the Hartington LEAP
group is that there are now leadership positions
available on most major governing boards in the
community.
30They include the Chamber of Commerce, Economic
Development Council, City Council and the Library
Board.

- LEAP Group went to the Stromsburg City Council
Meeting to make our proposal - The City Council approved basketball court
proposal and paid for new custom made basketball
poles.
