Issue SCoE BC Training Strategy
(07-01-BC-SCoE) Discussion The current SCoE BC
training strategy addresses pooling of assets to
support multiple-like BC requirements across the
installation in support of institutional and
operational tenant unit requirements
(Lee/Eustis). There is a disconnect between the
VCSA guidance (ACP Update on 17 Apr 08) and the
emerging BCTS as to the responsibilities of CoEs
in training Operational Forces. Currently
DAMO-TRS has only validated Installation
(Lee/Eustis) requirement SCoE support of POIs
(Lee/Eustis/Jackson (future)) DAMO-TR has not
resourced requirement to provide pre-deployment
training support to TSC, ESC etc.
  • STATUS Re-done draft BCTS is out for AO level
    staffing before being resubmitted. Institutions
will have some limited Operational Training
    responsibility as directed by TRADOC.
  • Assistance necessary No
  • Discussion

G
Recommendation/Timeline TRADOC, SCoE
coordinate logistics community BC training
requirements with FORSCOM, FIRST Army, USARC and
NGB. Next, provide comments to draft BCTS.
CAC-T consider all comments on draft BCTS obtain
approval of BCTS from DA G3.

  • Support SCoE, Chris Johnson
  • Issue BCTC Facility (07-02-BC-SCoE)
  • Discussion
  • Programmed MCA (Log U, PN64349) is a
projected SCoE BSC facility to support school
    POIs.
  • BCTC is for tenant Operational units on Ft
Lee and Ft Eustis. It is not a SCoE BSC
facility. New FY 15 Operational BCTC MCA project
competing in FY10-15 POM. Based on DP 91, BCTC
Design Board consult with garrison and units to
    determine operational facility requirement.
  • STATUS BCTC requirement for Fort Lee was not
validated on the FY10-15 POM. Will re-compete in
FY12-17 POM. CAC-T, CTD and NSC reviewed the BCTC
facility requirements for training ESC/BSC type
units. Recommendation of increased building size
resulted and was briefed to Mr. Moore.
  • Assistance necessary No
  • Discussion Will re-compete in FY12-17 POM.

Y
Recommendation/Timeline Awaiting final POM
determination. SCoE provide minimal required BC
and C2 system training for operational units
tenant on Lee/Eustis until BCTC is operational.

  • Issue Constructive SIM/STIM ERF-L
    (07-04-BC-SCoE)
  • Discussion
  • ERF-L provides fidelity for brigade and below
    sustainment operations
  • ERF-L may not be appropriate for
  • Leaders heading to EAB units ISO theater-level
    operations.
  • SSI for personnel and financial
    managementreplacements postal operations, etc.
  • Other schools that fall under SCoE and that might
    require LOD (JAG, Chaplain, Maritime)
  • STATUS NSC currently conducting CoE/Institution
Requirements Study for Sim/Stim. This study will
reevaluate the requirement of ERF-L. In addition
Full Spectrum LOD will complete BETA test in Feb
09 and may be suitable for fielding in secong
    half 09.
  • Assistance necessary No
  • Discussion

G
Recommendation/Timeline Next, NSC (CD, OPS,
LESD) and SCoE analyze POI use cases to determine
if existing sim/stim capability ( ERF-L or other)
meets POI requirements. If other capability is
required, must include PEO STRI, TCM Gaming
Technology, etc. in the analysis.

  • NSCMAJ Spencer Norris, NSC-OPS,
    spencer.norris_at_us.army.mil
  • Issue Constructive SIM/STIM Fielding
    (08-01-BC-SCoE)
  • Discussion
  • SCoE BSC has been identified to receive ERF-L.
Fielding is tentatively planned for Dec 08.
Intent is for PEO STRI to drop-ship HW to site
prior to fielding. Operators will be trained at
    NSC.
  • However, SCoE doesnt want ERF-L fielding until
new BSC is completed and operators are available
for training. SCoE currently runs JDLM out of QM
school and CLC3 this is adequate for current
    training.

Issue on track CLOSED
  • STATUS Fielding for all CoEs is now due to
occur in Apr/May 2010. No impact statement from
SCoE has been received. Fielding fall in line
with reviewed sim/stim manning to operate ERF.
  • Assistance necessary No
  • Discussion

G
Recommendation/Timeline ERF Fielding to be
conducted as scheduled in FY 10.

07 ISSUE UPDATE
  • Lead
  • SCoE Chris Johnson christopher.johnson_at_us.army.mil
  • Issue LVC Training Connectivity (07-06-BC-SCoE)
  • Discussion
  • SCoE should consider future requirements for
integrated LVC training. Should not consider LVC
just because it is technologically feasible need
to determine the value added for BC training.
  • IOT conduct that training, consider the
potential network capability to connect Digital
Ranges, Battle Labs, BCTC, and/or School houses
    (local distant). Considerations should also
include Video, Wireless, Voice over IP, Video
    Teletraining and Teleconferencing, Voice
communications nets, Digital nets, Secure and
    Classified nets and Satellite coverage.
  • STATUS Ongoing action.
  • Assistance necessary No
  • Discussion

G
Recommendation/Timeline SCoE examine the BC
training strategy and current capabilities
available IOT identify additional capabilities
required to fully satisfy any future LVC training
requirement.

Issue Gaming Technology (GT) to enhance or fill
training gaps in institutional POIs.
(08-02-BC-SCoE) Discussion Initial focus of
this discussion is AIT however, GT capabilities
should be applicable beyond AIT and SCoE. Some
CoE POI training gaps are thought to have a
gaming solution. These gaps need to be clearly
identified before determining if they are
suitable for GT. Examples Lighting the M2
burner is a sequenced operation. GT could show
process of lighting M2 burner and negative
consequences of using improper procedures. Create
situational vignette with a specific problem to
solve (e.g., supply sergeant with weapon turned
in for repair). Need an authoring SW-based
capability that allows SCoE to easily create and
edit scenarios/vignettes to satisfy SCoE training
objectives. Would require a multi-media device
(e.g., laptop, PDA, Game-boy).
  • STATUS Game After Ambush (GAA) is due to be
    announced 2 Dec 08.
  • Assistance necessary No
  • Discussion

G
Recommendation/Timeline TCM-G have tentatively
scheduled a gaming demo of GAA for the SCoE
during the TSSR in May 09. Fielding is planned
for Sep 09 which will include training and the
Toolkit.

Issue Range Control Facility. (08-03-SRP-SCoE) D
iscussion Due to BRAC-COE increased training
load and the consolidation of AIT on Ft. Lee
(from Ft. AP Hill, APG, Redstone Arsenal, Ft.
Eustis), the installation has identified a
requirement for a range control facility capable
of conducting 24 hour operations, needed to
control the live fire range complex. This is
especially critical due to the close proximity of
major civilian thoroughfares and urban
encroachment (Hopewell, Colonial Heights, Prince
George, and Petersburg).

Issue Basic Electronic Maintenance Trainer
(BEMT) reset planning (08-09-SP-SCoE) Discussion
BEMT Trainers require reset starting in FY11.
Redstone, APG, and Edgewood need to be reset and
fall in on new BEMT trainers when they arrive at
Ft Lee (vice moving old systems or being reset
prior to the move to Lee). The same is true for
Knox systems moving to Ft. Benning. Current
on-hand/required for each location are Redstone
(OMEMS), 224 APG (OMMS), 239 and, Knox, 74.
The Ft. Lee BRAC Team must validate total
requirement for BEMT at Ft. Lee to ensure reset
and refresh in conjunction with moves (464). One
additional instructor station required at Ft.

Issue Sustainment for Major Assemblies used for
Maintenance Training. (08-23-SP-SCoE) Discussion
Major assemblies (engines, transmissions,
transfers, etc) that are used for Maintenance
Training at APG, FT Knox and FT Jackson become
worn over time from the frequent disassembly and
assembly of the items. There are currently no
procedures in place to periodically refresh or
reset these items as we are now doing with the
TRADOC Equipment Modernization Plan. Procedures
need to be established and internalized to plan
for the refresh of these items.

Issue Basic hydraulics training capability.
(08-04A-SP-SCoE) Discussion A number of MOSs
require hydraulic training, much like basic
electronics training. The current hydraulics
system trainer is antiquated, and there is a
desire to explore the possibility of
incorporating basic hydraulics training
capabilities into the current BEMT system.
Current Hydraulic Trainer, device number 55-23,
is outdated. Leverage BEMT to incorporate
hydraulics training capability. Requires
Proponent to update the BEMT requirements
document (ORD, 99) to a Capability Production
Document (CPD) and update the System Training
Plan (STRAP). ATSC will provide Proponent
assist.
  • STATUS A two day meeting to rewrite the BEMT

  • Issue No funding for legacy-class watercraft
    TADSS. (08-10-SP-SCoE)
  • Discussion
  • Legacy-class watercraft (LSV, LCU, etc.) Training
    Aids, Devices, Simulators, and Simulations
(TADSS) remain a continual unfinanced requirement
    (UFR).
  • While this fleet of watercraft has been fielded
    new technology upgrades (e.g. C4ISR
    capabilities), TADSS technology
refresh/modernization has not been program funded
(although, the TSCH has been aggressive about
    pursuing other funding sources).
  • As the Army watercraft life cycle manager,
Product Director, Army Watercraft Systems (PD
AWS, Mr. Fred Williams) coordinate with DA G8,
    TRADOC Capabilities Manager-Transportation, and
    the USATSCH in identifying, requesting,
obtaining, and executing funding sufficient to
    resolve this issue.
  • STATUS PD AWS has submitted funding requests in
the FY10-15 POM sufficient to fund non-JHSV TADSS
requirements, if approved. JHSV TADSS funding
requested in the FY10-15 POM, 9.9M, is short by
approximately 1.7M. This shortfall and any
other shortfalls resulting from receiving less
than the amount of funding requested in the
FY10-15 POM will be requested in the FY12-17 POM.

vehicle operator training

08 ISSUE UPDATE
  • Lead
  • Mr. Charles J. (CJ) Florence, TSCH-ADSO,
    757-878-6557
  • Mr. Sam Woolf, CASCOM TD

Issue Conduct of FORSCOM required vehicle
operator training is limited due to lack of
virtual simulator support (08-11-SP-SCoE) Discussi
on Resource constraints dictate that drivers,
commanders, and their units do not have
sufficient operational miles/hours (or other
resources) to hone these individual and
collective skills in a purely live-fire or
live-maneuver environment. Therefore, drivers
will require access to virtual training
capabilities. Current construct of the 7th
SBDEs driver training program consists of 23
hours of classroom and 17 of hours of live
driving prior to a Soldier being certified to
operate a vehicle on Ft Eustis and Ft Story, VA.
Systems will support deployment training for up
to 3,395 FORSCOM personnel. It is anticipated
that 8 hours of live training will be replaced by
virtual training
  • STATUS USATSCH and CASCOM are leading the
TRADOC effort to craft the Army Drivers Training
Strategy to virtual drivers training via TADSS.
