Mission Statement
  • The purpose of the National Compliance Advisory
    Panel (NCAP) is to foster small business success
    through improved environmental performance by
  • Assisting in the development, implementation, and
    continued improvement of the state CAPs, pursuant
    to Section 507 of the Clean Air Act as amended in
    1990

Purpose
  • The National Compliance Advisory Panel (NCAP) was
    formed in 2001 to
  • Represent the interests of State CAPs
  • Provide a networking and communications tool
    between the programs and the EPA Small Business
    Ombudsman (SBO)
  • Advise the EPA SBO on small business issues and
    workings of the Section 507 programs

Purpose (continued)
  • Function as a support mechanism to
  • Review new and existing regs that affect small
    businesses
  • Assure these regs are written in clear,
    understandable laymens terms
  • Assist states where CAPs dont exist or are weak
  • Act as a unified voice to the federal legislature
  • Assist each state or territorys CAP, Ombudsman
    and/or SBAP
  • Advise EPA of small business
    perspective

Meetings
  • Quarterly conference calls (1 hour) 10 to 15
    members participate
  • Ad Hoc committee calls and plenty of email
  • Live meetings at the SBO/SBAP National
    Conference and at least one other time annually

OK, SoWhat Do We Really Do?
  • First met June, 2001 in D.C. to form.
  • Second meeting March, 2002.
  • We DO have good conference calls and actually
    discuss CAP stuff with EPA SBO.
  • We worked a lot with EPA staff on the agenda for
    this training session and tried to make it
    informative and interesting.

Where Are We Going and Growing?
  • We will meet here and discuss CAP issues.
  • We plan to have a spring meeting in DC to contact
    Congress about the 507 program.
  • We are looking for CAP members from Region I, IX
    and X .
  • We can influence states that need CAPs .
  • We can promote positions on regs and adopt
    political positions (e.g. multimedia
    programs) .
