Enrollment Numbers
  • Overall enrollment projections were included in
    the Long Range Plan you received on Friday
  • Projected elementary enrollments were also
    included in the Long Range Plan and indicate
    class sizes in 2009 2010 are within the
    districts guidelines

Governor Patersons Budget
  • The Superintendents Recommended Budget includes
    1,594,415 one-time deficit reduction and
    150,000 cost shift (from county to district) for
    CPSE
  • What information is presently circulating about
    these funds?
  • Governor has said he will use state stimulus
    funds to cover the one-time deficit reduction
    or restore foundation aid

The American Recovery and Reinvestment Act
  • Three Funding Sources for Schools
  • Funds flowing through established federal
    formulas, Title 1, IDEA, Title II, McKinney Vento
    Homeless Act, Impact Aid
  • Funds flowing through the State Stabilization
    Fund, controlled by the governors and existing
    state funding formulas
  • Tax Credit Bonds for new construction and
    Qualified Zone Academy Bonds for renovation and

Title 1 and IDEA Allocations
  • Tentative Title I allocation increase is 155,308
  • Tentative IDEA allocation increase is 666,000
  • What information is presently circulating about
    these funds?
  • Two possible payout scenarios.the funds will
    come all at once and districts will have 27
    months to obligate the funds after they are
    received or the funds will come over two years
  • Guidance regarding supplement versus supplant
    requirements for federal flow through dollars
    pending..50 possibility

Stabilization Funds for Schools
  • 53.6 billion in Stimulus Fund for Schools
  • 39.5 billion can be used for any purpose in
    Elementary and Secondary Education Act
  • Additional 5 billion for competitive grants
  • Additional 8.8 billion can be used in their
    state budget, including education school
    construction

QZABS and Bonds
  • 24.8 billion for Qualified Zone Academy Bonds
    and Tax Credit Bonds
  • 22 billion in Tax Credit Bonds for new
    construction
  • 2.8 billion for QZAB for renovation and
    modernization
  • Separate direct funding for school modernization
    was cut from the final bill and added as an
    allowable use in the state fund
  • We have no information about how that money will
    be made available to schools

What could this mean for Scotia-Glenville?
  • If the governor eliminates the one time deficit
    reduction assessment of 1.594 million and
    restores that amount to our foundation aid
  • All or some portion of the dollars could be used
    to reduce the tax rate
  • All or some portion of the dollars could be used
    to restore the superintendents suggested
    reductions

What could this mean for Scotia-Glenville?

  • Federal stimulus funds may be able to be used to
    supplant local cost in Title 1 and IDEA
  • If 50 of IDEA funds can be used to supplant
    local share in the budget, 333,000 could be used
    for that purpose
  • We dont know what the supplement / supplant
    guidance for Title 1 will be

  • Susan would
  • Continue to recommend a reduction in the
    budget-to-budget calculation
  • Suggest the Board continue with budget
    development as planned..meaning a discussion of
    currently proposed items and Board interests
  • Continue to monitor state budget development and
    the stimulus plan
