projects for the promotion of rights and
opportunities for young people - Beneficiaries
- Young people out of the formal education system
at risk of school truancy
5National Reports - Key findings
- Austria unusual very little truancy
- Well established dual educational system with
strong apprenticeship programmes though cracks
are beginning to appear - Truancy largely in secondary, vocational
education in the UK, France and Italy. - Romania truancy in primary education with
specific groups usually associated with extreme
poverty
6- Although all partner countries knew that those
most at risk come from difficult socio-economic
backgrounds relatively little being implemented. - Some excellent private/local programmes being set
up throughout EU but nothing nationally - UK most advanced with monitoring methods, family
sanctions (though these havent reduced the
rate!)
7- Italy only country to have compulsory school
leaving age at 14 - The lack of basic education leading to marginal,
irregular/illegal work with low incomes - Begging and forced work not only in Romania but
the UK, France and Italy often foreigners not
unusual in cities - Need for better integrated protection
