5Why were the SETA accredited qualifications
developed?
- Close the gap between tertiary qualifications and
practice in Sport, Recreation and Fitness - To align the current programmes to the NQF and
ensure that they are unit standard based. - To house clusters of unit standards Skills
Programmes - Practice of sport and recreation cannot afford
full qualifications but clusters of competencies
in the form of skills programmes or short courses
for the practice - Why? Volunteers form the backbone of sport
very limited time or money for QUALIFICATIONS
therefore short courses are the solution - Qualifications serve as house for applicable
clusters of skills

manuals federations/training providers do not
have to duplicate it - The SRSA training programmes - are building
blocks in the accredited national qualifications. - Each training programme - modules have a credit
value attached to it aligned with unit

own skills.

10Status of the LTSPs of SRSA
- The LTSPs were taken under review by SRSA from
November 2007 to January 2008 - A database was developed in order to provide
feedback to this Conference - All data not yet 100 complete but SRSA is in
process of follow up with all potential LTSPs - All LTSPs are expected to follow criteria set by
THETA and other SETAs with whom they are
registered with - Meetings and capacity building workshops
envisaged regarding utilisation of SRSA learning
programmes, instruments and tools. - Please note NO DUPLICATION with THETA process
work in consultation with THETA
11Criteria set for LTSPs
- Provide company profile and schedule appointment
with SRSA - Complete (a) LTSPs Code of Conduct for Business
Governance Delivery of SRSAs National Education
and Training Programme and (b) SRSA Database for
LTSPs document - The LTSP to use the SRSA programmes in
accordance with the QMS of SRSA or own QMS
approved within the SETA system - All potential LTSPs who came into the system in
2007 and before who are not yet SETA
accredited, must show full accreditation by
August 2008. - LTSPs who will become eligible to join our
licensee system from 2008 onwards will have 12
months (1 year) to achieve full SETA
accreditation. - LTSPs who do not comply to the above criteria
will lose their license with SRSA
12Recommendations
- That all LTSPs of SRSA who show consistency and
progress in training and accreditation of
learners in sport and recreation will receive an
incentive of a bronze, silver or gold status - All LTSPs who are struggling to achieve SETA
accreditation will be assisted through the
provision of SRSA instruments and tools to
adhere to the SAQA principles of quality
assurance working in collaboration with THETA - LTSPs will be obligated to provide a progress
report to SRSA on a quarterly basis to monitor
performance SRSA to monitor, guide and assist - The performance of LTSPs will be evaluated
against their vision, mission, objectives and end
results in utilising SRSA tools and instruments - The bottom line is no progress, no license.

15Why the route of NQF and Skills programmes in
South Africa?
- NQF gave the practice of sport and recreation a
legitimacy in the work place - Volunteers, administrators, coaches, managers,
technical officials and volunteers at different
levels can improve their skills and create a
learning path (career path) - This option is available to full time, part time
and voluntary sport and recreation practitioners - Affordable financially and time wise
- Opportunity for Learners, Service Providers and
Assessors in the Sport and Recreation Sector to
work towards the quality spiral continuous
improvement

17Who are the owners of this process?
- The sport and recreation industry deserves best
practice in skills development - All role players and stakeholders must join in to
achieve this and take co-responsibility - SRSA cannot do it alone, neither can SAQA or the
THETA - You as the implementers and recipients of
training and skills development at grassroot
level, provincial to national and international
level must take up the challenge to assist in
setting standards - South Africa wants to be a world class role
player - Let us do it together!
