to attract EU funding for CEI projects and to
join it with the CEI funds

KEP Objectives
OBJECTIVES
- The CEI KEP was created in 2004 in order to
strengthen the CEI support to the transfer of
know-how and best practices between EU and non-EU
CEI Member States
- Through the KEP, the CEI is willing to cooperate
with ODA in 5 new EU Member States (Czech
Republic, Hungary, Poland, Slovakia and Slovenia)
to provide ODA applicants with an additional
source of project financing (similar to already
existing partnerships, e.g. CIDA with Slovak ODA).

KEP Criteria
CRITERIA
- Conceived as a call for proposals open all year
no specific deadline
- Open to public and private sector applicants
- Project leader comes from a donor institution/
country (normally from an EU CEI Member State)
- Beneficiary/ies comes from a non-EU CEI Member
State
- Application Form submitted at least 4 months
before - projects implementation date
- CEI co-financing up to 50 of the total cost of
a project - normally will not exceed EUR 40.000 per
project.

FEEDBACK AFTER FIRST YEAR 0F ACTIVITY (1)
- Several projects submitted to the CEI however the
majority did not meet criteria (know-how transfer
not enough structured, e.g. seminars,
conferences additional co-financing not secured)
- Difficult to get information on ODA priority
areas, priority recipient countries, implementing
agencies, etc. (Czech Republic and Hungary)
- Some relations established with ODAs in Poland,
Slovakia and Slovenia

- Different donor rules and practices hamper
possibilities for combined use of ODA and KEP
funds
- Poland very short period between the call
announcement and the deadline for projects
finalization vs. KEP rule of 4 months project
submission prior to its implementation). - Slovakia only one project per applicant allowed.
Many applicants propose projects which were
rejected in previous calls and thus they are not
ready to work on new proposals (e.g. coming from
KEP partners). - Slovenia no calls for proposals
- ODA applicants can usually apply for a total
financing of a project, thus, they are not
motivated to search for additional sources of
financing.

KEP Results

- KEP did not look to work with ODAs only
consideration has been given also to projects not
financed by ODAs or other major donors.
- So far KEP has not been sufficiently exploited 2
projects approved and 2 in the pipeline

The Unit provides information about the
possibilities offered by EU programmes in project
co-financing.
- Partner search assistance in Central and Eastern
Europe
Thanks to CEI institutional links the Unit
provides partner search assistance for project
promoters looking for partners in CEI countries.
- Promoting CEI participation in EU projects
The CEI takes part as a full-fledged project
partner and it promotes institutional links
between EU and non-EU countries.
- Supporting non EU country participation
In some cases, the CEI can support the
participation of non-EU countries in European
projects, where they are not eligible for EU
funding.
