  infrastructure upgrade.
• 10 gigabit backbone
• 10/100/1000 Mbps to desktop

  Internet PoP. (Eliminate outages such as those
  we experienced last December.)
• Hire a consultant to develop a Risk Management
  Plan.
• Purchase data encryption software.
• Add a software manager staff position.
• Continue training of activities for CIS staff.

• Continue to improve the OIR/CAP/QEP web site
  based on usage statistics.
• Add a person to the OIR staff.
