international organisation that brings together
27 member states under a common system of law,
established by a series of treaties. The member
states are as follows Belgium, Germany,
France, Romania, Bulgaria Luxembourg, Italy,
Netherlands, UK, Ireland, Denmark, Slovenia,
Slovak Republic Greece, Spain, Portugal, Malta,
Poland, Austria, Sweden, Finland, Hungary,
Latvia, Lithuania, Cyprus, Czech Republic,
Estonia.

6Trying to provide a definition of what the EU is
presents difficulties because its purpose is
contested - and as such, the very definition of
the EU is a political question. Its scope and
purpose has changed and developed over the past
half a century, and as this process has
progressed, the terms of the debate as to what
the EU is and what it should be have shifted.
Even today, some regard it just as a means for
co-ordinating policies between closely linked
member states, others as a stage towards the
creation of a unified European 'super state'.

13SOME OF THE CONTENTIOUS ISSUES Should the
political powers of the EU be increased? How
might change affect national sovereignty? How
many more countries should be allowed to join and
what effect would an even larger Union have on
the way it operates and affects our lives? Should
Turkey with its largely Islamic population be
allowed to join the EU? Should the EU have a
distinct foreign policy and its own army to
guarantee its security? Will the revised post of
President be largely bureaucratic or will it have
real clout and prestige in the wider world?
(Will they elect Tony Blair?) Can we afford it?
