1. The populations are intertwined geographically
- it is hard to define a clear-cut line of
separation 2. The topography will not enable full
physical separation (it is almost impossible to
stop individual terrorists and mortar shells) 3.
The cost of establishing and maintaining the
separation is very high, while its efficiency is
questionable 4. Unilateral withdrawal will weaken
Israeli deterrence 5. Physical separation might
sharpen the struggle both politically-mentally
and practically in the border area

Separation concept, an alternative strategic
process, based on a strategic concept, should be
devised and implemented. The process should
combine many action items/big projects, which
will be planned and synchronized according to the
desirable end state, and according to basic
guidelines

1. The strategy of the Detachment Process should

partition, capacity-building, institutionalization
, etc. 2. Separation elements will be installed
only if they create and effect of detachment for
both parties to the system.
