2The 403(b) plan is a tax-deferred retirement
plan. It is available to employees of
educational institutions such as Community
College of Allegheny County (CCAC) and many
non-profit organizations. A 403(b) plan can help
you start investing on a regular basis for your
retirement with contributions through automatic
payroll deductions. Your gross taxable income
is reduced by the contributions you make and the
money in the 403(b) plan will grow on a
tax-deferred basis. Participation in the plan
will not affect your social security taxes and
your other college benefits will remain
unchanged. The CCAC 403(b) Plan is a
mandatory participation plan that requires
participation at 5 of your pay. You can
contribute to the CCAC 403(b) plan as long as you
are a fulltime employee with an eligible employer
and the employer permits salary reduction
contributions. Enrollment in the plan is done by
contacting your campus Business Manager and
completing a Salary Reduction Agreement. The
amount of your contribution can be increased at
any pay period. At enrollment, we would be
pleased to assist you in selecting from among the
variety of investment options available for, and
specific to, your 403(b) plan. A 403(b) is a
long-range retirement plan. You can elect to
have your assets from your 403(b) paid to you
through automatic or lump sum withdrawals or you
can exercise annuity payout options. According
to IRS regulations, you are required to receive
distributions no later than April 1st following
the year you reach age 70 1/2 (unless you are
still working at the college or another
non-profit organization). When distributions are
paid at retirement, Lincoln Financial Advisors
will report the money as ordinary income. One of
the benefits of the 403(b) plan is that you may
be in a lower tax bracket at retirement and pay
less tax on the money. Once you begin receiving
required distributions, you must continue to
receive them until your account is depleted or
until death.
With a 403(b) retirement plan, the goal is to
keep what you earn todayand that can provide
greater rewards for you tomorrow.
3There are circumstances when the IRS permits
withdrawal of elective contributions and earnings
from a 403(b) account besides the normal
retirement distribution. Distributions can be
requested for reasons such as termination from
the college, total or permanent disability, or
for qualified domestic relations orders. If
money is withdrawn for one of these reasons,
income taxes must be paid, unless the
distribution is rolled to an IRA or another
employers plan. In addition, the account may
have a 10 tax penalty imposed for withdrawals
made before age 59 1/2. If you die before
electing a payment option, distribution will be
paid to your named beneficiary . Participating
in a 403(b) retirement plan offers you the
opportunity to maximize your retirement benefits
by taking advantage of tax-deferred earnings and
receiving college matching contributions. With
the CCAC 403(b) plan, the goal is to keep more of
what you earn todayand that can provide greater
rewards for you tomorrow.

Dougs career as a financial advisor spans 29
years, maintaining his affiliation with the same
firm in the Pittsburgh area. A graduate of Grove
City College, he specializes in Wealth Transfer
and Accumulation and Retirement Planning for
affluent individuals. Doug has consistently been
honored as the Pittsburghs Regional Planning
Offices Planner of the Year during his career.

John is a 24-year experienced registered
representative and holds licenses and credentials
that allow him to offer services in the many
facets of financial planning, pension, and profit
sharing retirement plan work. His practice
focuses on estate and financial planning as well
as assisting retirement plan participants in
making informed decisions regarding their
planning objectives. His professional
accomplishments have included Producer of the
Year for Pittsburghs Lincoln Financial Advisors
Regional Office and consistent membership in
Lincoln's prestigious President's Cabinet. His
clients currently have in excess of 50 million
invested through plans and products he services.
John has a Bachelor of Science from the U.S.
Naval Academy and is retired from the Navy
Reserve at the rank of Captain (06) with 30 years
of service. He is a Charter Trustee of the
Northland Public Library Foundation, active with
local naval organizations, founded the annual
Pittsburgh Naval Fleet week, treasurer for a
local volunteer fire company and active in his
church community.
