Title: RTCA SC206 first meeting Washington DC, July 2005
1RTCA SC-206 first meetingWashington DC, July 2005
- EUROCAE
- Methodology Presentation
- for Air Traffic Services supported by Data/Link
2Presentation of ED-78 MethodologyWhy does
EUROCAE recommend this methodology
- EUROCAE/WG53 and RTCA SC-189 published
Guidelines for Approval of the Provision and Use
of Air Traffic Services Supported by Data
Communications (ED-78 / DO-264) - It provides an internationally recognised
methodology to address operational implementation
of Data Link services - This methodology has been successfully used to
develop ED-120 (air traffic data-link service in
continental airspace) - EUROCAE requests that the development of the new
AIS data-link documents is carried out based on
this methodology

10Presentation of ED-78 Methodology
- Covered topics
- End to End issues
- Regulatory objectives
- Operational objectives
- Actors
- Airlines
- ATS Providers
- Communication Service Providers
- Airframe / Equipment manufacturers
- Airworthiness authorities
- Operational authorities
11Presentation of ED-78 Methodology
- ED-78 / DO-264 provides both methodology and
guidance and templates for the following - OSED (Operational Service and Environment
Definition) - SPR (Safety Performance Requirements)
- INTEROP (Interoperability Document)
- These elements are supported by
- OSA (Operational Safety Assessment)
- OPA (Operational Performance Assessment)
- IA (Interoperability Assessment)
- OSEIC (Operational Services and Environment
Information Capture)
12Presentation of ED-78 Methodology
- OSEIC Process
- Captures the operational objectives of the
airspace users and ATS provider - All stakeholders participate
- Information captured during OSEIC (OSED) is
assessed and extended by OSA, OPA, IA processes - OSA, OPA, IA processes
- Identify requirements
- co-ordinate requirements (ensure correct
integration into OSED, SPR, INTEROP) - Allocate requirements to stakeholders
- Validate requirements (necessary and sufficient
for operational implementation)
13Presentation of ED-78 Methodology
- OSED
- OSED is used as the basis for assessing and
establishing operational, safety, performance,
and interoperability requirements - It includes
- a service description
- an environment description
- defined from
- selected services
- intended operational environment
- operational performance expectations
- selected functions
- selected technologies
- Produced by OSEIC process for initial OSED
14Presentation of ED-78 Methodology
- SPR
- used to co-ordinate operational, safety and
performance objectives and allocate requirements
to stakeholders - based on an operational safety assessment (OSA)
and an operational performance assessment (OPA)
of the functions, performance expectations and
characteristics of the operational environment
needed to support services identified in OSED
15Presentation of ED-78 Methodology
- INTEROP
- Used to provide sufficient information to allow
development of systems that are compatible for
operational implementation - It is developed based on an interoperability
assessment of selected functions and technologies
identified in OSED
16EUROCAE Suggested work programme (TBC)
- OSED should be developed by WG-44
- SPR and IR should subsequently be developed by
WG-53 - Then the final MASPS should be developed by WG-44
17EUROCAE About a joint Committee
- EUROCAE is willing to work on the AIS D/L topic
- EUROCAE has to develop the ToR based on SC-206
ToR (but maybe slightly different) - The activity shall take into consideration the
work done by Eurocontrol on related topics - Consideration about the flow of data (wrt other
applications) - EUROCAE will meet RTCA end of August to make a
decision about a joint Committee - EUROCAE Technical Committee will address this
subject mid-September (Technical Work Programme
to be endorsed) - Final decision is expected end of September
(endorsement by EUROCAE Council)
