Definition of IPTV
Internet Protocol Television describes a system
where a digital television service is delivered
to subscribing consumers using the Internet
Protocol over a broadband connection
ITU Definition IPTV is defined as multimedia
services (television, video, audio, text,
graphics, data) delivered over IP based networks
managed to provide the required level of QoS/QoE,
security, interactivity and reliability

TV is changing
The growth of satellite service, the rise of
digital cable, and the birth of HDTV have all
left their mark on the television landscape over
the last decade. A new delivery method threatens
to shake things up even more powerfully.
Internet Protocol Television (IPTV) has
arrived, and backed by the deep pockets of the
telecommunications industry, it's poised to offer
more interactivity and bring a hefty dose of
competition to the business of selling TV.
Nate Anderson, March 2006
6
IPTV describes a system capable of receiving and
displaying a multimedia stream (e.g. video)
encoded as a series of Internet Protocol packets.
If you've ever watched a video clip on your
computer, you've used an IPTV system in its
broadest sense. The telcos, once known only as
phone companies, are now turning to a "triple
play" of voice, data, and video. Nate
Anderson, March 2006

Standards work
  • Which/what standards exist? Gap Analysis
  • Unify/harmonize the existing standards
  • What is missing?
  • Develop missing standards

IPTV vs Internet TV
Is IPTV Internet TV?
IPTV doesn't mean users will log onto a web page
to access television programming. The IP refers
to a method of sending information over a secure,
tightly managed network that results in a
superior entertainment experience. Internet TV
may be! IPTV is represented by a profile of
closed, proprietary TV systems such as those
present today on cable services but delivered via
IP-based secure channels representing a sharp
increase in control of content distribution
IPTV allows established media content
production businesses to have total control of
the content distributed and to greatly reduce
opportunities for theft and piracy.
11
  • IPTV Integrates multiple ways to monitor and
record user choices, preferences and selections
over time (platform on which to add personalized
    e-commerce options and more targeted
    advertising).
  • IP-TV is a carrier-led and controlled platform
    i.e. an end-to-end system or semi-closed network
(infrastructure is all within the carrier
environment, and cannot be normally accessed to
    the Internet as a whole)
  • IPTV requires a massive connectivity
    infrastructure upgrade (starting from scratch).
    This may take years!
  • It is a fundamentally geographically-bound model.
  • IPTV essentially offers the same product and
programming offered by digital cable and
satellite providers (it is a real competitor )

12
  • Internet TV model is open (platform) to any
rights holder, as it is based on the same
publishing model that exists on the Web anyone
can create an endpoint and publish that on a
    global basis.
  • In the Internet Television approach the publisher
has a direct communication channel to the
    consumer.
  • Internet Television may be easily integrated into
    the existing Internet user experience.
  • Internet Television is an outgrowth, not an
overhaul. Internet Television is/may be able to
ride on existing lowest common denominator
    infrastructure including broadband, ADSL, Wi-Fi,
cable, satellite and may not require new
infrastructure to work or provide value to users.

13
  • Internet Television uses a global reach business
model, where video and television services that
are offered in one geography can be accessed from
any other global geography (as long as content
    distribution rights are in place).
  • IPTV is not TV that is broadcast over the
    Internet

In the traditional cable TV or satellite network
using broadcast radio frequency (RF) video
technology all content constantly flows
downstream to each customer, and the customer
switches the content at the set-top box. The
customer can select from among as many choices as
the cable or satellite company can fit into the
pipe flowing into the home. The broadcast
network is one-way.

16
  • Switched Internet Protocol (IP) video network
    works differently.
  • Content remains in the network, and only the
    content the customer
  • requests is sent to the customers home. The IP
    network is two-way.
  • Switched video delivery means content choice is
    not limited by the size
  • of the pipe into the home so the network
    allows for delivery of more
  • content and functionality. The network creates
    the potential to
  • provide customers more choices, including niche
    programming of
  • interest to diverse audiences and more
    high-definition (HD)
  • programming.

Challenges
  • Lack of broadband limits number of simultaneous
    video streams
  • But this may be history after the implementation
of the international sub-marine fibre cables, the
national Kenya Government fibre project and other
    national broadband projects
  • Licensing other legal issues (Content holders
    issues. Intellectual property rights and
clearance issues. Channel conflict issues for
    existing operators. Security concerns, piracy
    issues)
  • Home networks not ready?! Technology
barriers-getting video content into living rooms
    and elsewhere.
  • The price(s) of set-top boxes affordable?

19
  • Finally,

IPTV is presenting new threats and opportunities
to legacy broadcasters and programming
providers. It is a real challenge and competitor
to the of the legacy broadcast business, but may
also be an opportunity
