El Paso Border.
2El Paso/Ciudad Juarez Border
- The greater El Paso Region is positioned in
southwestern Texas and south-central New Mexico
on the U.S./Mexican border and encompasses an
estimated population of over 2.5 million. - El Paso is the largest metro area on the
U.S./Mexican border and the region constitutes
the largest bi-national metropolitan area in the
Western Hemisphere.
3Ciudad Juarezs Economic Impact on El Paso
- Ciudad Juarez contributes to 1.7-1.8 billion
worth of retail sales in El Paso per year. - Of the 1.6 million people in Ciudad Juarez, 35
of the population has visas allowing them to
cross into El Paso. - There were 15,690,244 private vehicle and
7,508,247 pedestrians that crossed the bridge to
El Paso form Ciudad Juarez in 2006. - On average, there are 43,000 private vehicles and
21,000 people crossing the bridges in El Paso
daily. - El Paso has 4 International Border Ports of
Entry bordering its sister City of Ciudad Juarez - Bridge of the Americas
- Ysleta International Bridge (Dedicated Commuter
Lane) - Paso Del Norte Bridge

4Maquiladoras (twin plants)
- Maquiladoras are assembly or manufacturing
operation that are located in Mexico and can be
subject up to 100 non-Mexican ownership. - Maquiladoras utilize competitively priced Mexican
labor to produce equipment and machinery
generally geared for export from Mexico. - Almost 100 of the 400 maquiladoras located in
Mexico are located in Ciudad Juarez. - Some of the companies include
- Delphi Automotive, Johnson Johnson, A.O.
Smith, Elmers Glue, Electrolux/Eureka, Tyco
Healthcare, Microcast Technologies,
Delphi-Packard Electronics, Tyco Electronics,
Honeywell International, Auto Kabel GMBH, Levi

9Cost of Commercial Vehicle Congestion
- The recent Texas Transportation Institute 2007
Urban Mobility Study analyzes congestion in the
US and assigns two cost components associated
with congestion delay cost and fuel cost. - http//mobility.tamu.edu/ums/
- Approximately 700,000 commercial vehicles cross
from Juarez into El Paso annually. Utilizing 75
an hour for the cost estimating congestion cost
and assuming that 50 of the commercial vehicles
experience one hour delay during the year the
cost of congestion can be estimated at 25
million while 4 hours of delays on annual basis
the cost would be 100 million annually - Per the US Department of Transportation, trade
activity (by truck) between US and Mexico at the
Ports of Entry in El Paso averages 2.2 billion
per month (2007).
10International Bridge Crossing Activity
- It is not rare to experience wait times on the
bridge from 2-3 hours. - Paso Del Norte Bridge (downtown) northbound auto
trips have decreased from 2006 to 2007 by 34 for
the period June thru September and northbound
pedestrian trips have increased by 21 for the
same period. - During the same time period there was a 18
decrease in northbound auto traffic and a 23
increase in pedestrian traffic for all El Paso
international bridges. - Previous border studies indicate that auto cross
border shoppers in the El Paso area spend 9 10
times more than pedestrian cross border shoppers
per average trip 20 per trip vs. 180 per trip
(Source UT Pan Am Study 2005). - A recent (unscientific) study conducted by the
Diario del El Paso revealed that long border
delays have impacted the number of cross border
trips made by frequent travelers on a weekly
basis. It is estimated that trips of frequent
travelers would decrease by 14. - From 2005-2006 sales tax revenues for the
downtown zip code (79901) decreased by
approximately 35 million according to the State
Comptrollers office previous reporting
methodology.
11Dedicated Commuter Lanes (DCL) and other Solutions
- In 1999, the Greater El Paso Chamber of Commerce
developed the first Dedicated Commuter Lane in
the United States. - .The Dedicated Commuter Lane is a high-efficient,
low risk commuter lane that enables motorists to
cross the border quickly due to pre-screenings
and thorough background searches. - Only qualified applicants are permitted to
utilize the DCL. - Currently have 21,000 registered users for the
DCL. - The DCL was a result of Public/Private
Partnerships. - Less stringent policy on application approval for
DCL. - Improved Technology and Pilot Programs to
expedite crossing process. - More funding to increase man power at the ports
of entry.
