Hubli-Dharwad Municipal corporation
(HDMC), administers the twin city of Hubli
Dharwad covering an area of 274 sq. km and
population of 9 lakhs. The forerunner of the
reforms initiated by the state govt under Nirmal
Nagara project, HDMC is just embarking on long
term planning, thru multi-stake holder
consultation, and sanction of CDS by cities
alliance was timely. HDMC has been included in
the NKUIDP, and may be included in the JNURM of
Govt of India.

3CDS(the approach)
- Identification of issues and deliberation by
group of experts. - Moderation by the administrators and executing
organizations. - Taking cue from the deliberations, professional
consultants will make a draft CDS - Intensive awareness campaign leading to formation
of civic groups, geographical and/or otherwise. - Approval by a representative council selected by
the civic groups.

- Experts include 2 Ex-chief secretaries of the
state. - Consultant selected through a competitive
process. - Proactive by the HDMC and involvement of the
NGOs. - Appointment of a mass media agency through

7 Taking stock
- First time involving complete cross section of
stake holders of the city, almost like an
election process. - First time CDS along with a mass awareness
campaign - Funds Utilised 21 lakhs, committed 72 lakhs
- Media support to the CDS
- Delay of 1 month due to
- Consultant delayed in Making first Cut report
- Media campaign delayed
8What we seek
- Additional funding of Rs.18 lakhs towards forming
area committees which was not envisaged before. - Immediately after CDS, till funding for
implementation is arranged, Cities alliance to
fund for sanitation part of the CDS to retain the
credibility. (approx. 12 crores, for public,
community and mobile toilets) - A monitoring body for implementation of CDS
