Title: CES Work Plan to Improve International Migration Statistics

1
CES Work Plan to Improve International Migration
Statistics
  • Angela Me, Chief Social and Demographic
    Statistics Section

2
Implications for the ECE-Eurostat Group on
International Migration
  • Strong interest of the CES
  • We need to deliver
  • Output 1 - inventory
  • Output 2 impact of different duration
    thresholds
  • Output 3 - measurement of emigration through data
    exchange Almost finalized
  • Bring to the attention of the work at global
    level
  • Output 4 residency rules for short-term
    migrants
  • Output 5 remittances harmonization of the
    concepts between BOP and international
migration perspective (focus on individuals and
    households)

3
Output 1
  • Players UNECE (coordination), OECD (?), US,
    OTHERS????
  • Objective To see how different countries define
immigrant flows and stocks, to provide a
    comprehensive classification of migrant
typologies and to compile practices used by
    countries to measure the difficult-to-measure
    migrants
  • Activities
  • Submit to countries a questionnaire
  • Analyze the results
  • Present the results at the next meeting and draw
    conclusions on best practices

Agreement of this meeting?
4
Output 2
  • Players Australia and UNECE (coordination),
    Canada, UK, US, OTHERS????
  • Objective To study the impact of different
resident duration thresholds on the estimates of
    inflows, outflows and net migration
  • Activities
  • Develop a common protocol for analysis (based on
outputs so that it can be used with different
    sources)
  • Impact of different concepts of duration? Actual,
intended, over what period of time (Patricks
    paper)
  • Impact of different thresholds
  • Feasibility of measuring different thresholds
  • Coordinate the different countries
    implementation of the analysis
  • Prepare a summary report for the next meeting

Agreement of this meeting?
5
Output 3
  • Almost finalized
  • To add to the Guidelines
  • A summary of the results obtained by each team
  • A table with pros and cons of the different
methods that could be used to measure emigration
(to understand where the receiving countries data
    could fit)
  • Under what conditions receiving countries data
    can be used
  • Guidelines to establishing bilateral agreements

6
Missing
  • Training for CIS and SEE countries
  • SPECA Project is a beginning

7
MEDSTAT
  • Could Medstat have a role in the work towards the
    achievements of the three outputs?
  • Medstat in our future meetings/activities?

8
UNSD
  • The concerns of our region brought to the
attention of the work at global level
  • - difficulty in estimating emigration
  • data exchanges
  • harmonization of BOP and household surveys
    concepts
  • - the role of the next census round in measuring
    migration
  • ever resided abroad
  • naturalization and double citizenships
  • country of birth of parents
  • - need to carry out feasibility and validity
    studies of emigration census modules
  • - residency rules for short term migrants
  • Support coming from the experience of this
    region
  • - establishments of working groups?

9
UNSD.The Role of the UN Recommendations on
Migration Statistics?
  • OECD not comparable the long-term migrants based
on the UN definition (but at EU level there is
    more hope)
  • New categorization of migrants?
  • It does not include definitions of some important
    typologies such as circular migrants
  • An handbook to operationalize the old UN
    Recommendations?

10
UN Recommendations on Migration Statistics
  • The main objective is to provide common
    definitions
  • Distinguish long-term migrants and migrants with
    long term permits?

11
Duration of stay/Status
  • Complementary concepts
  • Both relevant for policy purposes
  • Duration-based definition relevant for planning
    services, population estimates (in principle
    focused on the natural migration)
  • Status relevant for planning migration flows and
    rights-based programmes (focused on the
    expected migration)
  • It is important to use two different
    terminologies

12
Passenger cards
  • Lessons learnt
  • Expected duration is different from actual
    duration
  • Actual duration data by type and duration of
    permit?
  • Frequent resident and non-resident travellers to
    explain some of the inconsistencies?
