- HF 2792 in 2006 mandated Chapter 272 licensure
for teacher librarians by July 1, 2006 and
created a two-year wavier provision. - SF 277 continued the second year of the librarian
waiver and mandated a guidance counselor and a
school nurse. - Districts may share or contract
- Waiver process Aug. 1, 2007 (if initially
granted, may continue Aug. 1, 2008) - 1.0 million to DE for districts requesting
assistance in retaining or filling these
positions and SBRC property tax spending
authority for hiring these positions.

media program and now in SF 277 for a guidance
program, too.

- In 2000, Iowa began the student achievement
teacher quality act ranked 29th in the nation.
Program goal was 25th. - Iowas teacher pay ranking 2004-05 is 42nd in the
nation at 39,284 compared to the 25th ranking of
43,394 (NEA 2006) (Higher average salaries than
Missouri, Louisiana, Montana, W. Virginia,
Alabama, Oklahoma, N. Dakota, Mississippi and S.
Dakota but theyre working on it too AL 6,
MS 8, WV 6K increase in beginning pay.) - Iowa was ranked 42nd in the nation for beginning
teacher salary, at 27,284, an increase of 1.2
percent from 2004 (AFT 2007)
25Teacher Salary Rankings
- SF 277 may move Iowa up in the ranks over three
years . . . depending on what other states do and
if Iowa keeps up with sufficient allowable
growth. - Only teacher training will improve student
achievement in the short term. - Increasing pay for professional development days
will also increase Iowas ranking. - Advocacy voices in addition to school board
members and superintendents, legislators need to
hear from - teachers, parents, principals, but mostly
teachers.
