Crisis?
- Broad Brush Stroke overview
- The crisis facing public transportation in South
Africa is well-known and well documented, Such
as- -
- Cape Argus Headline 15th September 2005 Its
official South African transport sucks! - Why is this, and what is the reason?
- Access to public transport is reduced by long
walking distances and long waiting times largely
due to inadequate service and route coverage, as
well as poorly arranged schedules. -
- Transit conditions lack comfort mainly because
loading conditions often hinder people from
boarding at the desired time as crowding imposes
relatively severe discomfort.

- It is also characterized by poor supply levels at
peak hours, operation on uneconomical routes, and
low operating speeds resulting from traffic
congestion along major routes and the consequent
high - operating costs.
- Taxi industry, the destructive competition
through over-trading, long off-peak periods,
little or no re-investment and unsavory business
management principles, has tended to exacerbated
the already tarnished image of public transport - Furthermore, public transport is not only
under-funded, but it is also costly, particularly
for the poor, who are captive users. They
typically expend more than twenty per cent of
their total income on transport, whereas the
acceptable norm is a maximum of ten per cent.

- It is also pertinent to observe that increasing
car ownership trends, the sometimes blatant
disregard for traffic regulations, insufficient
policing and enforcement - Yet, even in this poor state, public
transportation not only plays a critical role
currently, but it is also expected by policy
makers to play a much more decisive role in
shaping the socio-economic landscape of South
Africa. - The rationale behind this is that the provision
of effective passenger transport services is
vital not only for the sustainability and growth
of business and job creation, but also for
discouraging sprawling land use, which is
inimical to sustainability.

- It is not surprising, therefore, that improving
and encouraging the use of public transport is
one of the cornerstones of the national
Department of Transports Moving South Africa
MSA2 transport strategy and the reason we are
here today to initiate and discuss The Way
Forward
14Bus Coach current issues and infrastructure
- At the moment - (The Frustration of a
Private and Public Bus Coach Operator) - In South Africa Both Private and Public deliver
public passenger services - Problem is that ..
- Above entities do not engage and integrate
efforts or schedules - No adequate bus, luxury coach and people
facilities built at many pick up and drop off hot
spots areas i.e. Roads, Airports, Inner-City,
Outer - City, Ports and railways No proper
infrastructures in place to deal with the
increased and increasing demand - Applying for permits, operating licenses a
nightmare, due to huge backlog and in-efficient
delivery

- NLTTA - Ambiguity in interpretation with regards
to bus and coach axle mass loads at weigh
bridges, causing huge embarrassment with tourists - NLTTA to NLTA this cannot happen fast enough, we
encourage DOT to push forward with maximum
efforts before 2008, allowing us to bed down a
process in time for 2010 - Cross Border Issues
- Operating License Boards, simply do not have
sufficient capacity and regulatory structure in
their current form to handle the volumes

- Safe, reliable, efficient and cost effective
transport modes - Move freely around and explore surroundings
without transport issues - Renting cars not the best option for a first time
visitor, relatively expensive and driving
yourself in an un-familiar environment not a
holiday - Have familiar transport mode brands e.g.. Red
London Bus, underground etc - Standard regulated pricing of buses, railway and
taxis - 1 ticket allows usage of all modes

18Bus Rapid Transit System
- Why this system in South Africa?
- First World style Metro underground railway,
long term and very, very expensive - People happier traveling above ground than below,
after all we are not moles! - BRT is like a railway system without tracks.
- You build stations and platforms besides existing
public roads - You then dedicate two lanes either side of the
platforms and collect passengers at 500m
intervals - Existing Private and Public organizations as well
as rival and maverick bus operators can be
incorporated into a regulated model BRT system,
like the Bogotá case study in Columbia. - This intra mode can be linked to Airport, Railway
stations, Ports and in coming Inter-City modes - This is a simple short term fix for 2010 and can
be expanded post the soccer final

- In Short - Bus Rapid Transit (BRT) is a broad
term given to a variety of transportation systems
that, through improvements to infrastructure,
vehicles and scheduling, attempt to use buses to
provide a service that is of a higher quality
than an ordinary bus line - Some pictures to see how this system looks like
