• Phase 2 Procurement of specific hauler
  agreements with an End User

Phase 1 -Request of Proposals

• Stringent selection criteria
• Qualifications, experience (5 events over 1
  million cubic yards), bonding/insurance
  standards, financial stability, generator status
  and indemnification, etc.
• Comprehensive list of services
• Vegetative debris, construction demolition,
  emergency road clearance, structures, TDSRS, HHW,
  hazardous stumps, etc

• Contract Term between End User and debris haulers

Step-by-Step Process

• End User submits a completed forms to H-GAC
• End User service request form
• Standard services requested checklist
• H-GAC can assist with completion
• H-GAC submits form to pool of pre-selected debris
  haulers

Step-by-Step Process

• Debris haulers developed pricing specific to end
  user service area and needs
• Sealed findings (pricing) returned to H-GAC
• H-GAC will track submittals of responses for
  administrative purposes only
• End User contracts with select debris haulers
• H-GAC sends sealed findings to End User for
  selection
• Final agreement is between End User and selected
  vendors

Contracts

• Master contracts between H-GAC and pre-selected
  debris haulers
• Contract period initial 2 year term with two 24
  month renewal options
• End User signs separate agreement with selected
  debris haulers
• Contract period may extend beyond H-GAC
  contract period
