  • Beginning of the single currency

    confederal level (ETUC, UNICE)
  • Establishment of European works councils (1994
    onwards)

Initial Moves to Coordinate Bargaining
  • ETUC monitors bargaining developments in each
    country for many years
  • Establishment of the Doorn group Germany,
    Belgium, Netherlands, and Luxembourg
  • ETUC resolution at the 1999 congress - encourages
    coordination of bargaining at the sectoral level
