Role of Partners in the Global Fund Cycle

• Proposal development and Review

1. Proposal development and Review

• Setting the context information and mapping of
  situation and response.
• Support with TA and resources as required
• Keep in view larger planning processes and
  harmonise
• Facilitate and encourage involvement of civil
  society
• Support development of strong, transparent
  in-country processes for development , review and
  approval of proposals. (Ensure technical and
  ethical quality)

2. Implementation

• Provide technical assistance in various areas
  including procurement care and treatment M E
  and institutional development
• Capacity building at all levels
• Filling in the gaps. Fund govt programmes and
  NGOs for complementary activities.
• Ensure quality, best international practice and
  share lessons learned.(guidelines)
• Support re-programming and phase 2

3. Monitoring and evaluation

• Support the PR in its capacity to harmonise
  indicators and results with other Global
  indicators
• Define what level of reporting should be
  extracted from the PR performance for the CCM
• Concern about quality of data

4. Support to PR

• Technical assistance to setting up guidelines,
  ToRs processes for managing grants
• TA for financial management procurement and M
  and E
• Support for office start-up
• Support to networking and co-ordination and
  harmonise with existing structures and processes

5. Role in the CCM and other mechanisms

• Define role, relationships and responsibilities
  of CCM vis-à-vis other entities
• Support CCM functioning regular meetings,
  minutes
• Facilitate and promote stronger participation of
  all members special emphasis on People with ATM
  and civil society
• Promote accountability and clearly define
  conflict of interest policies.

6. Other issues

• Importance of sharing information promotes
  access to resources (mapping visual, simple
  tool- would be a step towards this)
• Co-ordination role of partners goes beyond the
  GFATM applies to larger national processes
• Concern regarding quality assurance particularly
  during implementation and Monitoring
• Capacity development is key, and an assessment of
  needs of different stakeholders would be useful
