- Literacy, especially among women, remains low.
- Dropout rates remain high approx. 40 dropout
before Class V.

5Previous Initiatives
- Integrated Child Development Services and
Programs (ICDS) - Started in 1975, largely ineffective due to
corruption, poor implementation, and limited
facilities - State Initiative Tamil Nadu
- Universalized school lunches for government
schools in 1982, was a source of inspiration for
nation-wide implementation - 2001 Supreme Court Decision
- While the SC directed the government to provide
cooked lunches in schools, there were few results
due to corruption, poor nutritional quality in
the food, and overall lack of implementation.
