- Established in 1971
- The principal means for providing technical
assistance co-operation between and to
Commonwealth countries - It is a mutual and voluntary fund and members
contribute resources according to their ability
and draw on them according to their needs. - CFTCs annual budget of around UK 24 million is
supplemented by considerable external resources
through strategic partnerships

- CFTC programmes are mostly demand-led, with an
emphasis on SouthSouth cooperation. - The Funds work programme fits within the
framework of the Commonwealth Secretariats
current 4-year Strategic Plan and is developed in
consultation with the national Primary Contact
Points as well as the Divisional Points of
Contact. - It responds to requests from governments for
technical assistance through - advisory services provided by in-house experts.
- provision of experts to fill specific development
needs in the short or long term - knowledge networks
- training, and capacity enhancement

- Technical assistance capacity building
Technical assistance placing of experts that
range from a few days to two years - Public Service Reform and Public Sector
Restructuring - designs and implements strategies for improving
governance systems, administrative restructuring
and integrated public policy management - assists governments in building the capacity for
sustained public sector reform. - Integrated packages of policy advice and training
focus on improving performance in the public
sector, restructuring public enterprises,
promoting public-private sector partnerships for
infrastructure and service delivery and public
expenditure management

enhancement of training institutions to deliver
training programmes in new and emerging areas of
need, and training of key personnel - Legal and Economic Advice private sector and
capital market development, investment promotion
draw up model licensing agreements for mining,
petroleum and fisheries development, and assist
governments in negotiations on natural resource
development and maritime boundaries - Trade, Export and Enterprise Development
multilateral trade issues including accession to
and negotiations with the WTO, assists
governments in formulating export promotion
policies, and improving products

development through the Secretariat's work in

- GIDD works in four ways often in collaboration
with other divisions of COMSEC. - Its core business includes
- Advisory services cover areas like
Public-Private partnerships, public sector
reform, sub-national governance and
administration, public expenditure management - Training approximately 3,000 public sector
officials are trained each year by GIDD - Technical assistance GIDD delivers over 150 TAs
every year - CSAP an innovative volunteer based programme.

12How to seek assistance from CFTC?
- Requests for CFTC assistance must come from
Commonwealth governments or from regional
organisations with a substantial Commonwealth
membership, - Be channelled through the designated CFTC point
of contact - Requests should include
- a concise statement of the problems faced, and of
the type of assistance sought - a description of the project, its background,
objectives and terms of reference - details of the organisation responsible for the
project and of counterpart staff - Terms of Reference, if appropriate and
- when assistance is needed and for how long.
