4
BLUF
  • The rule set has changed.
  • We need to focus our finite efforts on what
    really matters.
  • To me, what matters is the health of the Regiment
and its soldiers over time (1-10 and beyond).
  • So what?
  • This years op plan must be viewed in a broader
    context the Armys MRP.
  • Leadership needs to address the individual trg
delta and related pers tempo issues.

both Fd Arty and STA elements for employment in
Full Spectrum Ops in Sp of 2 CMBG commitments to
    international operations and domestic
    contingencies.

9
Problem Definition
  • The 2nd Regiment must complete the force
generation of, support during deployment to, and
reintegration of, F Bty as part of TF 3-08 while
    simultaneously maintaining a sufficient readiness
posture to enable DART and/or IRU activation
continuing the implementation of Artillery Tx

tasks and setting the conditions for the stand
up of D Bty for TF 1-10.

Threat
  • The hollow army
  • The IT Deficit
  • Pers Tempo
  • Absence of leaders
  • The road to high readiness
  • Recruiting
  • Retention
  • LOB
  • The dwindling Reserve pool
  • High Readiness Taskings (DART and IRU)

13
The IT Threat
  • Forces Required Bty (-) to Train TF 1-10
  • Forces Available 70 personnel to man and train
themselves (Now until return of TF 3-08
    including leave 1 June 09)
  • High Op tempo has degraded core soldier skills
    (driver comms quald pers)
  • Training shortfalls most pronounced amongst
    leadership
  • Upcoming DP 1.2 graduates slated as FOO/FACS for
    TF 1-10
  • FOO/FAC Trg
  • Takes 340 Calendar Days to make FOO/FAC NCO and
    Officer.
  • Current plan accounts only for identified
    training delta unknowns include augmentee
    qualifications and un-forecasted tasks
  • 2008 Reserve Trg Delta will directly affect TF
    1-10 force generation

14
The IT Threat
  • In order to meet Identified TF 1-10 training
requirements an average of 98 of the Regiments
    available personnel will be continuously
committed to individual training throughout the
    next year.
  • Forecasted manning deficits will be mitigated by
requesting waivers to allow courses to run with a
    decreased instructor allocation

Summery of Key Deductions
  • The rule set has changed.
  • We need to focus our finite efforts on what
    really matters.
  • To me, what matters is the health of the Regiment
and its soldiers over time (1-10 and beyond).
  • So what?
  • This years op plan must be viewed in a broader
    context the Armys MRP.
  • Leadership needs to address the individual trg
delta and related pers tempo issues.

17
Essential Tasks
  • Initiate TF 1-10 PCF Training
  • Provide Rear Party Support to F Bty deployed
  • Support TF 3-08 (F Bty) Training
  • DART
  • IRU
  • Implement Arty Tx

18
Recommendations
  • Take a Bde approach to high readiness taskings
    such as DART and IRU
  • Reduce scope of Ex READY GRIFFON
  • Minimize participation in Ex TRILLIUM RESPONSE
  • Seek minimal 2 RCHA participation in Exercises
    Virtual and DYNAMIC BEAR
  • Reduce the scope of Ex ARCTIC BEAR
  • Forego MLOC level 3 trg reqr

19
COs Intent
  • I intend to further foster a warrior ethos within
the 2nd Regiment building on a solid base of
basic soldier skills, fieldcraft and fitness. The
Regiment will complete the force generation of,
support during deployment to, and reintegration
of, F Bty as part of TF 3-08 while undergoing an
intensive PCF cycle to ensure that D Battery is
set for the stand-up of TF 1-10. Simultaneously
the Regiment will maintain a sufficient readiness
posture to enable DART and/or IRU activation and
will make modest, yet deliberate, efforts to
    further implement Artillery Tx.
