2Purpose
- The purpose of Partners Across Texas is to
establish a structure for a mutually reinforcing,
multi-organization network that benefits all
military service members and veterans within the
State of Texas and enhances the services and
benefits available to them and their families.
3Partners
- Partners include the following organizations that
support military service members, veterans, and
their families within the State of Texas - National Guard, Reserve, and Active Duty military
units - Federal, state, and local government agencies
- Private non-profit organizations (including
Veteran Service Organizations) - Business Organizations and Chambers of Commerce
- It also includes all members of the Inter-Service
Family Assistance Committee (ISFAC) and Heroes to
Hometown (H2H)

A voluntary military/community cooperative
partnership organized to provide multiservice
networking for information, assistance and
training to ensure Total Force Family Readiness
5Inter-Service Family Assistance Committee (ISFAC)
- To enhance existing family assistance
- Provide assistance to families of Service
members - (AC/RC) from closest source regardless of
affiliation - Active and reserve component family program
- directors/managers network to identify care and
- service providers in all areas
- Eliminate duplication of services/efforts
6Inter-Service Family Assistance Committee (ISFAC)
- ISFACs are organized Ad Hoc and are Geographic
based state, region - Partner with local community, state federal
agencies, and private organizations - Shared leadership
7Partners Across Texas MOU
- The Texas Military Forces signed a Memorandum of
Understanding (MOU) with federal, state, and
local governments, Veteran Service Organizations
and Military Health Providers to form a
partnership that will enhance the benefits for
military service and family members. - Additional organizations will be continually
added as partners to this collaboration. - This includes all military service components
within Texas - MOU is awaiting Governors signature
8PAT Goals
- Partners will collaborate to provide
information, support and assistance through the
following areas - The Yellow Ribbon Reintegration Program through
the four phases of the deployment cycle - Service Member and Family Assistance
- Transition from one service to another or to
civilian life - Veteran Benefits and Services
- Defense Support of Civil Authorities and Homeland
Defense for State Emergencies - Community events
9Department of Defense Yellow Ribbon Reintegration
Program
- The Yellow Ribbon Reintegration Program is a
comprehensive process that ensures service
members and their families are better prepared
and sustained throughout the deployment cycle.
(1) Pre-deployment, (2) Deployment, (3)
Demobilization, and (4) Post-Deployment-Reconstitu
tion. - It facilitates well-being and provides a means to
identify those who may need assistance with the
challenges inherent to extended deployments. - TXMF units and staff coordinate with partner
members to support Reintegration Activities
prior, during, and after a units deployment - Post Deployment activities are held at 30, 60,
90, and 180 days after a unit demobilizes and
returns to their home station.

Program
- marriage counseling
- services for children
- suicide prevention
- substance abuse awareness and treatment
- mental health awareness and treatment, Post
Deployment Health Reassessment Assessment (PDHRA) - anger management counseling, domestic violence
awareness and prevention - employment assistance and financial counseling
- preparing and updating family care plans
- strategies for living with a member of the Armed
Forces with post traumatic stress disorder or
traumatic brain injury - family readiness and reintegration services that
address the needs of service members and their
families who live in remote areas - assisting service members and their families to
receive assistance with military family readiness
and reintegration - referral services
- long-term follow-up services for reintegrating
service members and their families for extended
periods following deployments - receiving services and assistance from the
Department of Veterans Affairs, including
referral services.
11TXMF Functions
- The Office of Strategic Initiatives, Texas
Military Forces has volunteered to be the
secretariat for this partnership and will - consolidate services and benefits on a single
website - coordinate information and referral services
between all partners - host quarterly meetings with all partners
- develop new initiatives to enhance benefits
12- The TexVet Initiative was created to link
veterans and their families with their loved ones
with information about the services and benefits
for which they are eligible. - The Texas 2-1-1 Telephone Information and
Referral Network provides direction and advice to
those seeking services through live operators who
are trained call center staff members. - Methods of providing information and referral
services to the Texas military community include
the TexVet Website, 2-1-1 Texas Information and
Referral Network, and meetings with military
personnel and their families. - San Antonio and Houston 2-1-1 Call centers have
implemented a Military Outreach Program with
TRIAD funding. We are working to expand this
program to all 25 2-1-1 call centers in Texas
