NATCON Site Selection
  • Hotel Location Requirements
  • A commercial airport of sufficient size should
    be within 1 hour of the hotel
  • Site should be chosen based upon economic common
    sense
  • Must be a variety of inexpensive resteraunts
    within a 5-block radius of the hotel
  • Does not apply to resort type properties which
    offer a variety of food outlets

  • Hotel Requirements
  • Convention Facilities furnished at no cost to AAS
  • Sleeping accommodations for at least 1500
  • No more than 4 people/room
  • The maximum number of hotels that may be used for
    NATCON is two
  • As stated by AASMAN-1 para 9.2.4, these hotels
    must have easy access to one another
  • Hotel must have a minimum of
  • One banquet facility for 1500 people
  • 20 meeting rooms
  • Must have seating capacity of at least 25
  • One large meeting room w/ a capacity of at least
    1500
  • Two rooms to serve as command centers
  • Library must be included in command post
  • Must contain
  • AASMAN-1
  • SWM
  • AFH 33-337
  • AFOATSI 36-2008

NATCON HQ Selection
  • Bid Procedure
  • Any squadron in good standing is eligible
  • Bid must restrict NATCON must to 4 days,
    including one full weekend
  • Squadrons interested in bidding must contact
    Executive Director to obtain advice and
    information on possible sites in area
  • EMC should be notified of bid intention NLT 15
    November one year prior to bid
  • Bids are considered at NATCON one year in advance
    of proposed date

  • Bid Format
  • Must include letters of endorsement from
    University president and PAS
  • Bid is in form of resolution presented at first
    joint business session
  • Presentation may be no longer than 30 minutes
  • Bid must state
  • Name of proposed host squadron
  • Location of proposed host squadron
  • Proposed NATCON dates
  • Names of hotel(s)
  • Names of proposed HQ officers and PAS

  • Staff Commanded by AAS C/Col
  • Recommended staff includes
  • Vice Commander (CV) AAS C/Lt Col
  • Dir. of Operations AAS C/Maj
  • Dir. of Information Management (IM) AAS C/Maj
  • Dir. of Financial Management (FM) AAS C/Maj
  • Dir. of Public Affairs (PA) AAS C/Maj
  • Dir. of Support (DS) AAS C/Maj
  • Vacancies in Staff positions are filled by CC
  • HQ/CC may dismiss any member of staff
  • Nat/CC may dismiss NATCON HQ/CC after
    consultation with Executive Director and,
    National HQ advisor, and NATCON HQ Advisor
  • Runners
  • Active members from the NATCON HQ Squadron will
    assist AAS EMC and NBC during NATCON
  • Should have radio communication

Finance
  • Rentals and purchases of all supplies and
    services necessary for NATCON must be approved by
    Executive Director
  • NATCON HQ must plan to operate on break-even
    basis, using allocated National funds
  • Surplus funds must be resubmitted to EMC
  • Deficits paid off using funds from other
    sources
  • Financial Reporting and Funds transfer
  • Due NLT 45 days after NATCON to EMC
  • NATCON HQ responsible for consolidated balance
    sheet, income statement, and transaction record
  • Transfer of all remaining funds to EMC

NATCON Logistics
  • Advance information
  • Must be provided to all agencies on mailing list
    in AASMAN-1 para 6.15.1
  • Includes dates, agenda, prices, and attire
  • Schedule of Events
  • Should be submitted to Board of Directors NLT
    fall session of Board
  • Agenda of Events
  • AAS Nat/CC, SWS President and NBCs responsible
    for assisting NATCON staff w/ business agenda
  • Registration packets
  • NATCON HQ responsible for distributing to all
    attendees
  • Should contain schedule of events and NATCON
    program
  • May include other pertinent info
  • No campaign materials may be distributed in
    packets
  • NATCON HQ will obtain folders to hold packet
    materials

  • Archives
  • NATCON HQ responsible for submitting meeting
    minutes to National Archives
  • After-Actions report
  • Due NLT 60 days after NATCON
  • NATCON HQ will submit report including
  • Planning and execution information for all phases
    of NATCON
  • Analysis of problems encountered and solutions
    implemented
  • Copies should be made available to any unit upon
    request
  • Time Requirements
  • NATCON is restricted to 4 days
  • Must include a full weekend
