- As a group, sites agreed to examine two reasons
girls were detained - Technical probation violations
- Overrides into detention
4Reseach Process
- Quantitative data gathered from State validation
study - Study period 7/31/07-1/11/08
- Obtained initial data on girls detained for
overrides, Capias, probation violations and
none - Information was already available
5Research Process
- Qualitative data collected from case files
- Reviewed files of all girls detained during the
study period - Sites were able to gain deeper understanding of
complex issues with detained girls - Themes identified and summarized
6FINDINGS-All Missouri Sites
- Majority of those detained were African-American.
- Detained males had prior referrals more than
females. - Females more likely to be detained as a result of
an override decision.

- Males detained at higher proportion for serious
offenses - (i.e. felonies).
- Females detained at higher proportion for
misdemeanors, infractions and other offenses.

- Females were more likely than males to have a
history of escape, FTA, or out of State running. - Females were more likely to have a history of
child abuse or neglect.
9Additional Findings
- Parents with ineffective management styles
- Parental history of mental disorder
- Parental substance abuse
10St Louis City Findings
- 100 of girls detained during the study period
were African-American - Length of stay was high for girls detained on
technical probation violations (avg. 28.8 days) - More females present for capias, court order
detentions, or warrants

- High concentration of Childrens Division cases
in probation violation sample. - A number of girls in sample received mental heath
services - (i.e. MST, psychiatric placement, and
counseling)

- Address detentions of Dual System Cases
(Childrens Division and Delinquency) - Develop protocols for RAI administration that
require screener to contact CD to take youth when
they have custody just as a custodial parent
would be contacted - Develop protocols with law enforcement so that
law enforcement takes youth to CD just as they
would take youth to their custodial parent.

- Separate research by type of warrant
(disaggregate warrants by reason (i.e., FTA,

by type with event, gender, race/ethnicity, and
