• Objective
• Assist union members (both Ordinary and General
  Branch) who are in financial hardship, in
  particular the low-income workers, to help them
  defray partially the cost of school-related
  expenses for their school-going children through
  the issuance of NTUC Back To School vouchers.

• Target Group
• Pre-School Level (K1 K2)
• Primary to Secondary School Level
• JC, CI, ITE and Polytechnic Level
• 2 million worth of vouchers to benefit 20,000
  school-going children

• Value of Vouchers
• 100 worth of vouchers for applicant with 1
  school-going child
• 200 worth of vouchers for applicant with 2
  school-going children
• 300 worth of vouchers for applicant with 3 or
  more school-going children
• Vouchers in 10 denomination

• Allocation to Unions
• Based on a fixed percentage on size of union
  membership base and on previous utilisation rate
• Unions may donate unused vouchers to Common
  Pool for reallocation to unions that need more
  vouchers

• Eligibility Criteria
• Total gross household monthly income of 1,500 or
  below, or
• Per capita income not exceeding 450/- if
  household income is more than 1,500.
• For members who do not meet the income criteria,
  unions could exercise some flexibility and
  consider on a case-by-case basis

• Application 21 Aug to 30 Sept 06
• Ordinary Branch (OB) members to apply directly
  with their respective unions
• General Branch (GB) members to apply directly
  with NTUC One-Stop Centre

Delivery of Vouchers

• Back To School Vouchers and information kit on
  use of vouchers will be ready and sent to Union
  by mid October 2006
• Vouchers can be issued to successful applicants
  starting from mid October 2006 together with
  relevant information kit (to be furnished to
  unions when ready)

• Usage of Vouchers
• 1. In school bookshops and authorised uniform
  suppliers of 362 Govt Govt-Aided Schools
  (excluding Independent Schools), 15 Junior
  Colleges, 1 Centralised Institute under MOE, for
  purchase of textbooks, stationery, uniforms, PE
  attire or other school-related items
• Vouchers valid for use once schools booklist is
  out till 31 Jan 07

• 2. At NTUC Back To School Fairs
• Sale of good value-for-money items
  e.g.stationery, shoes, socks, water bottles,
  school bags, text/assessment/reference books etc.
